9.1.4 Avoid<strong>in</strong>g land<strong>in</strong>g charges<br />
There were three REPCON and CAIR reports <strong>in</strong>volv<strong>in</strong>g pilots allegedly ei<strong>the</strong>r mak<strong>in</strong>g<br />
muffled, or no broadcasts on <strong>the</strong> CTAF, with <strong>the</strong> suspected <strong>in</strong>tention <strong>of</strong> avoid<strong>in</strong>g<br />
land<strong>in</strong>g charges. The firm Avdata Australia has been contracted to manage and collect<br />
land<strong>in</strong>g fees at over 130 <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> <strong>in</strong> Australia. Avdata does this by<br />
<strong>in</strong>stall<strong>in</strong>g a proprietary computer system at each participat<strong>in</strong>g aerodrome that records<br />
audio transmissions on <strong>the</strong> allocated frequency for <strong>the</strong> CTAF. It identifies which<br />
aircraft land at <strong>the</strong> aerodrome by <strong>the</strong>ir callsign, and <strong>the</strong>n uses this to appropriately bill<br />
aircraft owners based on <strong>the</strong>ir use <strong>of</strong> <strong>the</strong> aerodrome.<br />
There is a clear elevated risk <strong>of</strong> degraded situational awareness when pilots do not<br />
clearly broadcast <strong>the</strong>ir location or <strong>in</strong>tentions on <strong>the</strong> CTAF. Two <strong>of</strong> <strong>the</strong> three cases<br />
reported <strong>in</strong>volved two aircraft com<strong>in</strong>g <strong>in</strong>to conflict, <strong>in</strong> which one was required to take<br />
avoid<strong>in</strong>g action.<br />
