gre<strong>at</strong>er than 30% particip<strong>at</strong>ion by Europeans <strong>and</strong> North Americans. A fur<strong>the</strong>r<br />

factor here rel<strong>at</strong>es to <strong>the</strong> availability <strong>of</strong> cultural capital central to <strong>the</strong><br />

perform<strong>at</strong>ivity <strong>of</strong> key roles within pl<strong>at</strong>eaux.<br />

The Zap<strong>at</strong>ista model <strong>of</strong> rel<strong>at</strong>ing <strong>the</strong> defence <strong>of</strong> symbolic spaces <strong>and</strong><br />

localised life-worlds to a project <strong>of</strong> global resistance has been strongly influential<br />

within PGA. PGA has helped multiply <strong>the</strong> symbolic stakes <strong>of</strong> action<br />

through its use <strong>of</strong> ‘transn<strong>at</strong>ional collective rituals’ (Routledge 2004) th<strong>at</strong><br />

effectively <strong>and</strong> affectively link movements through activities where places<br />

become symbolic articul<strong>at</strong>ions <strong>of</strong> both militant particularism <strong>and</strong> global<br />

aspir<strong>at</strong>ions. These tactics have included speech-making tours <strong>and</strong> protest<br />

caravans th<strong>at</strong> interpol<strong>at</strong>e ‘global’ actors into ‘local spaces’, <strong>and</strong> have<br />

included a tour <strong>of</strong> Europe by five hundred Asian farmers th<strong>at</strong> coincided<br />

with <strong>the</strong> G8 meetings in Cologne during 1999. PGA’s Intern<strong>at</strong>ional conferences<br />

have also been held in symbolically resonant loc<strong>at</strong>ions including<br />

Geneva, Bangalore <strong>and</strong> Cochabamba, ei<strong>the</strong>r for <strong>the</strong>ir proximity to power<br />

(WTO meetings are held in Geneva) or as an expression <strong>of</strong> antagonist resistance,<br />

such as <strong>the</strong> KRRS (Karn<strong>at</strong>aka St<strong>at</strong>e Farmers Associ<strong>at</strong>ion) campaign<br />

against genetically modified crops in Bangalore, or <strong>the</strong> Coordinadora del<br />

Agua <strong>of</strong> Cochabamba’s campaign against <strong>the</strong> World Bank-sponsored priv<strong>at</strong>is<strong>at</strong>ion<br />

<strong>of</strong> Bolivia’s w<strong>at</strong>er. These processes <strong>of</strong> deterritorialis<strong>at</strong>ion <strong>and</strong><br />

reterritorialis<strong>at</strong>ion enable pedagogic opportunities, face-work, trust building<br />

<strong>and</strong> <strong>the</strong> challenging <strong>of</strong> sedimented ‘habits <strong>of</strong> mind’ whilst facilit<strong>at</strong>ing <strong>the</strong><br />

circul<strong>at</strong>ion <strong>of</strong> people, resources <strong>and</strong> ideas necessary for iter<strong>at</strong>ive refinement<br />

<strong>of</strong> network priorities <strong>and</strong> systemic feedback.<br />

PGA has thus instituted an autoc<strong>at</strong>alytic process scaling up protests<br />

based on <strong>the</strong> defence <strong>of</strong> place-based cultural <strong>and</strong> economic practices to<br />

globally co-ordin<strong>at</strong>ed activity aimed <strong>at</strong> transn<strong>at</strong>ional actors, from individuals<br />

to groups to movements <strong>and</strong> between virtual <strong>and</strong> real environments.<br />

Whilst we agree with Routledge th<strong>at</strong> PGA is essentially a ‘contested coalition<br />

<strong>of</strong> place-specific social movements, which prosecute conflict on a variety<br />

<strong>of</strong> multi-scalar terrains’ (2004: 2), we would emphasise <strong>the</strong> capacity <strong>of</strong><br />

PGA-c<strong>at</strong>alysed actions or spaces to lead to emergent outcomes <strong>at</strong> a global<br />

level via <strong>the</strong> AGM. Specifically, <strong>the</strong> networked form <strong>of</strong> PGA enables <strong>the</strong><br />

retention <strong>of</strong> an antagonistic kernel within <strong>the</strong> AGM th<strong>at</strong> acts as an <strong>at</strong>tractor<br />

within GCS.<br />

The World <strong>Social</strong> Forum – constructing, maintaining<br />

<strong>and</strong> developing ‘open space’<br />

The World <strong>Social</strong> Forum is <strong>the</strong> most recent, vibrant <strong>and</strong> potentially productive<br />

articul<strong>at</strong>ion <strong>of</strong> an emergent global civil society.<br />
