Beyond resistance to global nexus 125<br />
<strong>of</strong> <strong>the</strong> WSF are flexible enough to enable many <strong>of</strong> <strong>the</strong> criticisms origin<strong>at</strong>ing<br />
in <strong>the</strong> altern<strong>at</strong>ive or ‘autonomous’ spaces to be incorpor<strong>at</strong>ed into <strong>the</strong><br />
design <strong>of</strong> <strong>the</strong> WSF ‘event’. Consequently, <strong>the</strong> 2005 WSF integr<strong>at</strong>ed <strong>the</strong><br />
‘Youth Camp’ within <strong>the</strong> main body <strong>of</strong> <strong>the</strong> forum <strong>and</strong> dispensed completely<br />
with <strong>the</strong> plenary form<strong>at</strong> to dilute <strong>the</strong> much-criticised opportunities<br />
for gr<strong>and</strong>st<strong>and</strong>ing by political actors seeking a large stage upon which to<br />
rehearse familiar arguments.<br />
Thus, <strong>the</strong> WSF has <strong>the</strong> capacity to adapt its internal structure as a result<br />
<strong>of</strong> dynamic interactions between its constitutive parts <strong>and</strong> its external environment<br />
leading to emergent outcomes th<strong>at</strong> are unforeseen <strong>and</strong> unpredictable.<br />
This is perceived to be problem<strong>at</strong>ic by orthodox political actors<br />
who wish to actualise <strong>the</strong> social <strong>and</strong> political force immanent to <strong>the</strong> forum<br />
ei<strong>the</strong>r by means <strong>of</strong> a manifesto or through aggreg<strong>at</strong>ion to form a party or<br />
campaigning organis<strong>at</strong>ion. This has led to <strong>at</strong>tempts to exert control over <strong>the</strong><br />
direction <strong>and</strong> outcomes <strong>of</strong> <strong>the</strong> WSF by powerful actors, from members <strong>of</strong><br />
<strong>the</strong> Intern<strong>at</strong>ional Committee 9 to political parties. 10 However, <strong>the</strong>se <strong>at</strong>tempts<br />
have been largely unsuccessful because <strong>of</strong> <strong>the</strong> competition between <strong>at</strong>tractors<br />
<strong>and</strong> <strong>the</strong> inability <strong>of</strong> any actor to hegemonise <strong>the</strong> process. It would<br />
appear th<strong>at</strong> ‘control’ is no longer an option. This is not to suggest th<strong>at</strong> <strong>the</strong><br />
WSF process could not be stopped or moved towards a less dynamic st<strong>at</strong>e,<br />
as ei<strong>the</strong>r is possible. However, it is to suggest th<strong>at</strong> <strong>the</strong> cultural–political<br />
<strong>at</strong>traction <strong>of</strong> <strong>the</strong> process for its participants is strong enough for it to resist<br />
obvious <strong>at</strong>tempts <strong>at</strong> subversion or control.<br />
These outcomes are <strong>the</strong> result <strong>of</strong> <strong>the</strong> complex <strong>and</strong> adaptive qualities th<strong>at</strong><br />
<strong>the</strong> system <strong>of</strong> rel<strong>at</strong>ions underpinning <strong>the</strong> WSF exhibits. When we examine<br />
<strong>the</strong> WSF as a st<strong>at</strong>e space we can begin to see how <strong>the</strong> <strong>at</strong>tractors referred to<br />
above are <strong>the</strong>mselves emergent qualities <strong>of</strong> dynamic interaction between<br />
o<strong>the</strong>r systems th<strong>at</strong> are nested within <strong>the</strong> WSF. These are systems <strong>of</strong> rel<strong>at</strong>ions<br />
th<strong>at</strong> are internal to <strong>Social</strong> Movement Organis<strong>at</strong>ions <strong>and</strong> Networks<br />
(SMOs/SMNs) <strong>and</strong> systems <strong>of</strong> rel<strong>at</strong>ions between those SMOs/SMNs <strong>and</strong><br />
between those SMOs/SMNs <strong>and</strong> <strong>the</strong> structure <strong>of</strong> <strong>the</strong> WSF – <strong>the</strong> IS <strong>and</strong><br />
<strong>the</strong> IC. Within <strong>the</strong>se reticular structures diverse motiv<strong>at</strong>ions, aims <strong>and</strong><br />
intentions, str<strong>at</strong>egies <strong>and</strong> expect<strong>at</strong>ions circul<strong>at</strong>e. For <strong>the</strong> most part, <strong>the</strong>y<br />
co-exist as aggreg<strong>at</strong>ions <strong>of</strong> particular identities, issues or organis<strong>at</strong>ional<br />
forms retaining <strong>the</strong>ir cohesion by organising with those <strong>of</strong> similar character<br />
interactions th<strong>at</strong> represent <strong>the</strong> familiar, despite <strong>the</strong> contextual potential for<br />
perturb<strong>at</strong>ing established modes <strong>of</strong> action. Thus <strong>the</strong>y <strong>of</strong>ten talk within <strong>and</strong><br />
not between. However, <strong>the</strong> discursive ‘bleed’ th<strong>at</strong> takes place between <strong>the</strong>se<br />
aggreg<strong>at</strong>ions <strong>and</strong> <strong>the</strong> growth <strong>of</strong> affectivity encouraged by proximity <strong>and</strong><br />
cultural exchange leads to an increased awareness <strong>of</strong> <strong>the</strong> immanent qualities<br />
<strong>of</strong> <strong>the</strong> encounter <strong>and</strong> its valoris<strong>at</strong>ion as a form. In this sense <strong>the</strong> term<br />
‘open space’ captures, in a common sense fashion, <strong>the</strong> complexity <strong>of</strong> interactions<br />
<strong>and</strong> <strong>the</strong> diversity <strong>of</strong> outcomes which do indeed began to feel like <strong>the</strong><br />
‘secret <strong>of</strong> fire’ <strong>and</strong> as such prompt strident resistance to <strong>at</strong>tempts to confine<br />
or inhibit this process.
