Conclusions<br />
Wh<strong>at</strong> is new about contemporary movements is first <strong>of</strong> all th<strong>at</strong> inform<strong>at</strong>ion<br />
resources are <strong>at</strong> <strong>the</strong> centre <strong>of</strong> collective conflicts. Conflicts shift to <strong>the</strong> codes,<br />
to <strong>the</strong> formal frameworks <strong>of</strong> knowledge, <strong>and</strong> this shift is made possible by <strong>the</strong><br />
self-reflexive capacities <strong>of</strong> complex systems. The self-reflexive form <strong>of</strong> action<br />
is thus ano<strong>the</strong>r specific characteristic <strong>of</strong> recent movements. The decline <strong>of</strong><br />
movements as ‘characters’ signifies <strong>the</strong> dissolution <strong>of</strong> <strong>the</strong> ‘subject’, <strong>and</strong> an<br />
increase in <strong>the</strong> formal capacity for self-reflection. Finally <strong>the</strong> ‘global interdependence’<br />
or ‘planetariz<strong>at</strong>ion’ <strong>of</strong> action pr<strong>of</strong>oundly alters <strong>the</strong> environmental<br />
conditions in which actors are formed <strong>and</strong> act; <strong>the</strong> field <strong>of</strong> opportunities<br />
<strong>and</strong> constraints <strong>of</strong> action is redefined within a multipolar <strong>and</strong> transn<strong>at</strong>ional<br />
system.<br />

The emergence <strong>of</strong> self-organised, particip<strong>at</strong>ory spaces <strong>of</strong> encounter,<br />
deliber<strong>at</strong>ion <strong>and</strong> co-ordin<strong>at</strong>ion amongst social movements <strong>at</strong> <strong>the</strong> global<br />
level constitutes <strong>the</strong> shadow realm <strong>of</strong> Melucci’s planetary action system.<br />
A militantly redefined global civil society th<strong>at</strong> can cre<strong>at</strong>e spaces th<strong>at</strong> are<br />
autonomous from formal <strong>and</strong> institutionalised processes <strong>of</strong> global governance,<br />
whilst maintaining links to means <strong>of</strong> political represent<strong>at</strong>ion <strong>and</strong><br />
exerting social force through <strong>the</strong> cultural expression <strong>of</strong> singularity <strong>and</strong> difference.<br />
This presents unique challenges to social <strong>the</strong>orists <strong>and</strong> social movement<br />
<strong>the</strong>ory, requiring analysis <strong>of</strong> m<strong>at</strong>erial <strong>and</strong> imm<strong>at</strong>erial flows, including<br />
people, mobilities, technologies <strong>and</strong> knowledge practices as <strong>the</strong>y unfold<br />
synchronically in intensive encounters <strong>and</strong> diachronically through <strong>the</strong><br />
diffusion <strong>of</strong> weak links th<strong>at</strong> reconfigure virtual networks.<br />
Using complexity <strong>the</strong>ory as a means <strong>of</strong> describing nested systems <strong>and</strong><br />
posing conceptual c<strong>at</strong>egories in order to differenti<strong>at</strong>e <strong>the</strong> field <strong>of</strong> rel<strong>at</strong>ions<br />
between networks, actors <strong>and</strong> spaces, we suggest th<strong>at</strong> <strong>the</strong> WSF is a system<br />
th<strong>at</strong> instanti<strong>at</strong>es <strong>the</strong> phase space <strong>of</strong> global civil society composed <strong>of</strong> competing<br />
<strong>at</strong>tractors th<strong>at</strong> maintain <strong>the</strong> system <strong>at</strong> a point <strong>of</strong> self-organised criticality,<br />
where collective action <strong>at</strong> <strong>the</strong> edge <strong>of</strong> chaos becomes possible. Thus,<br />
we are arguing th<strong>at</strong> <strong>the</strong> ‘open space’ metaphor th<strong>at</strong> has proven so popular<br />
amongst those who seek to defend <strong>the</strong> forum from processes <strong>of</strong> political<br />
capture <strong>and</strong> str<strong>at</strong>ific<strong>at</strong>ion has resonance because <strong>of</strong> its common sense formul<strong>at</strong>ion<br />
<strong>of</strong> an immanent field <strong>of</strong> potential revealed by processes <strong>of</strong> selforganis<strong>at</strong>ion<br />
<strong>at</strong> <strong>the</strong> planetary level. In this context PGA instanti<strong>at</strong>es <strong>the</strong><br />
antagonist <strong>at</strong>tractor <strong>of</strong> <strong>the</strong> AGM (Chesters 2004a), a ‘pure’ space <strong>of</strong> antagonism<br />
th<strong>at</strong> perturb<strong>at</strong>es GCS through its ‘co-ordin<strong>at</strong>ion’ <strong>of</strong> conflictual<br />
actors, <strong>the</strong>reby maintaining <strong>the</strong> centrality <strong>of</strong> systemic challenge to neo-liberal<br />
axioms, without necessit<strong>at</strong>ing those actors lose contact with o<strong>the</strong>r means <strong>of</strong><br />
political or social medi<strong>at</strong>ion.<br />
One conclusion we draw from <strong>the</strong>se observ<strong>at</strong>ions is th<strong>at</strong> <strong>the</strong> AGM as an<br />
antagonistic <strong>at</strong>tractor has played a pivotal role in cre<strong>at</strong>ing <strong>and</strong> maintaining<br />
an open <strong>and</strong> adaptive system <strong>of</strong> rel<strong>at</strong>ions in GCS through its insistence upon
