84 St<strong>at</strong>es fight back<br />

Accounts <strong>of</strong> <strong>the</strong> event from a remarkable range <strong>of</strong> comment<strong>at</strong>ors reveal<br />

some consensual points th<strong>at</strong> can be summarised as follows:<br />

● The established coloured zones depicting ‘types’ <strong>of</strong> engagement were<br />

not adhered to by police <strong>and</strong> security forces.<br />

● The defence <strong>of</strong> <strong>the</strong> red meeting zone was accompanied by wide-ranging<br />

police actions across Genoa.<br />

● Systemic <strong>and</strong> brutal be<strong>at</strong>ings were inflicted upon any <strong>and</strong> all c<strong>at</strong>egories<br />

<strong>of</strong> protestors.<br />

● The police raid on <strong>the</strong> Diaz school was an <strong>at</strong>tempt to seize images <strong>of</strong><br />

<strong>the</strong> foregoing police violence <strong>and</strong> demonstr<strong>at</strong>e th<strong>at</strong> <strong>of</strong>ficially sanctioned<br />

spaces were not beyond <strong>the</strong> reach <strong>of</strong> force <strong>of</strong> ‘law <strong>and</strong> order’.<br />

To <strong>the</strong>se it is worth adding th<strong>at</strong> <strong>the</strong> actions <strong>of</strong> <strong>the</strong> Italian st<strong>at</strong>e were<br />

seriously in conflict with <strong>the</strong> legal definition <strong>of</strong> human rights enshrined<br />

within <strong>the</strong> European Union. The exercise <strong>of</strong> such brutality by a n<strong>at</strong>ion<br />

claiming to be part <strong>of</strong> a superior civilis<strong>at</strong>ion reminds us <strong>of</strong> Habermas’s<br />

descriptor ‘advanced barbarism’. We make no <strong>at</strong>tempt to conceal our point<br />

<strong>of</strong> reflexive departure here – <strong>the</strong> tacit st<strong>and</strong>ards <strong>and</strong> established best practice<br />

for <strong>the</strong> policing <strong>of</strong> public order situ<strong>at</strong>ions were breached in Genoa.<br />

A member <strong>of</strong> <strong>the</strong> BBC World Service Spanish Division is reported to<br />

have said ‘I know this well, it was like this before, in Chile under Pinochet’<br />

(Porter 2001: 79).<br />

The policing <strong>of</strong> Genoa differed from previous pl<strong>at</strong>eaux where resources<br />

had been targeted <strong>at</strong> containing ‘black bloc’ elements. In Genoa, <strong>the</strong> ‘black<br />

bloc’ remained rel<strong>at</strong>ively free <strong>and</strong> unrestrained by police intervention.<br />

Numerous accounts suggest <strong>the</strong> presence <strong>of</strong> agent provoc<strong>at</strong>eurs within <strong>the</strong><br />

ranks <strong>of</strong> <strong>the</strong> black bloc pointing to <strong>the</strong> rel<strong>at</strong>ive ease with which commercial<br />

properties were <strong>at</strong>tacked <strong>and</strong> destroyed. Video footage <strong>of</strong> police <strong>and</strong> security<br />

personnel dressed in plain clo<strong>the</strong>s <strong>and</strong> a mixture <strong>of</strong> uniform <strong>and</strong> plain<br />

clo<strong>the</strong>s testifies to <strong>the</strong> use <strong>of</strong> both cl<strong>and</strong>estine <strong>and</strong> explicit presence on <strong>the</strong><br />

streets. Deb<strong>at</strong>es on <strong>the</strong> political accountability <strong>of</strong> <strong>the</strong> police oper<strong>at</strong>ion<br />

revolve around <strong>the</strong> presence <strong>of</strong> Italy’s Deputy Prime Minister in police<br />

headquarters during two days <strong>of</strong> escal<strong>at</strong>ing police violence. Claims <strong>of</strong> personal<br />

affili<strong>at</strong>ion with Fascist organis<strong>at</strong>ions <strong>and</strong> <strong>the</strong> presence <strong>of</strong> pictures <strong>of</strong><br />

Mussolini in police st<strong>at</strong>ions are central to such accounts.<br />

Police units oper<strong>at</strong>ed throughout Genoa repe<strong>at</strong>edly driving vehicles into<br />

crowds <strong>at</strong> speeds estim<strong>at</strong>ed to be in excess <strong>of</strong> forty miles an hour. One such<br />

event resulted in two police vehicles losing manoeuvrability in Piazza<br />

Alimondo, which contained a significant number <strong>of</strong> protestors. Eye-witness<br />

accounts describe a fire extinguisher being dumped from one <strong>of</strong> <strong>the</strong>se<br />

vehicles. This was picked up by Carlo Giuliani, a 23-year-old protester who<br />

br<strong>and</strong>ished it in <strong>the</strong> proximity <strong>of</strong> <strong>the</strong> rear <strong>of</strong> <strong>the</strong> stalled vehicle. Here, mainstream<br />

media images reveal a young <strong>of</strong>ficer pointing a semi-autom<strong>at</strong>ic<br />

pistol directly <strong>at</strong> Carlo. This image domin<strong>at</strong>ed print <strong>and</strong> broadcast media
