We think th<strong>at</strong> until November we will not be able to develop (as a group)<br />

very elabor<strong>at</strong>ed internal dem<strong>and</strong>s, but we should be able to <strong>at</strong> least agree<br />

on (1) <strong>the</strong> external dem<strong>and</strong>s, (2) a minimum <strong>of</strong> internal dem<strong>and</strong>s <strong>and</strong><br />

(3) a methodology <strong>of</strong> ‘distance discussion’ to keep developing dem<strong>and</strong>s<br />

(external <strong>and</strong> internal) in a particip<strong>at</strong>ive <strong>and</strong> democr<strong>at</strong>ic way. Direct action<br />

is not a new contribution <strong>of</strong> <strong>the</strong> campaign; <strong>the</strong>re are plenty <strong>of</strong> organis<strong>at</strong>ions<br />

involved in it. The contribution <strong>of</strong> <strong>the</strong> campaign would be: (i) <strong>of</strong>fering a<br />

framework <strong>and</strong> a common pl<strong>at</strong>form for decentralised actions addressed to<br />

<strong>the</strong> WTO (or <strong>the</strong> institution(s) we finally choose), as did <strong>the</strong> campaign 50<br />

years is Enough! for <strong>the</strong> actions addressed to <strong>the</strong> World Bank <strong>and</strong> <strong>the</strong> IMF;<br />

(ii) facilit<strong>at</strong>e joint actions th<strong>at</strong> one organis<strong>at</strong>ion wouldn’t be able to do alone.<br />

For example, in 1999 a new negoti<strong>at</strong>ion round will start within <strong>the</strong> WTO. For<br />

this d<strong>at</strong>e we propose preparing decentralised actions <strong>and</strong>/or a big action<br />

to wish bad luck to <strong>the</strong> round.<br />

B. Mutual support<br />

This action line proposes mechanisms for bil<strong>at</strong>eral <strong>and</strong> multil<strong>at</strong>eral<br />

support among <strong>the</strong> organis<strong>at</strong>ions involved in <strong>the</strong> campaign.<br />

The bil<strong>at</strong>eral North–South support is no novelty in itself; many<br />

Sou<strong>the</strong>rn organis<strong>at</strong>ions have cooper<strong>at</strong>ion agreements with NGOs in <strong>the</strong><br />

North, which are in general structured along development cooper<strong>at</strong>ion<br />

projects. However, wh<strong>at</strong> we propose is ano<strong>the</strong>r thing: it is about longterm<br />

institutional <strong>and</strong> political support to people’s movements, a support<br />

to <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong>ir social <strong>and</strong> political role.<br />

At <strong>the</strong> multil<strong>at</strong>eral level <strong>the</strong> campaign should – in our opinion – <strong>of</strong>fer also<br />

support in <strong>the</strong> sense <strong>of</strong> securing <strong>the</strong> basic conditions th<strong>at</strong> make intern<strong>at</strong>ional<br />

campaigning work possible. To this aim, we propose th<strong>at</strong> it includes<br />

<strong>the</strong> access to:<br />

1 inform<strong>at</strong>ic equipment <strong>and</strong> access to <strong>the</strong> internet for <strong>the</strong> organis<strong>at</strong>ions<br />

lacking it,<br />

2 training in <strong>the</strong> use <strong>of</strong> electronic mail <strong>and</strong> <strong>the</strong> internet in <strong>the</strong> cases it<br />

is needed (already included in <strong>the</strong> programme <strong>of</strong> Rome).<br />

These two points should to a gre<strong>at</strong> extent be covered by <strong>the</strong> potential<br />

already existing in <strong>the</strong> different networks th<strong>at</strong> particip<strong>at</strong>e in <strong>the</strong> campaign.<br />

These networks have already built means <strong>of</strong> communic<strong>at</strong>ion <strong>and</strong><br />

inform<strong>at</strong>ion spreading, <strong>and</strong> hence <strong>the</strong>ir particip<strong>at</strong>ion could reduce <strong>the</strong>se<br />

needs, which would enable us to use more resources to cover o<strong>the</strong>r<br />

needs.
