These fears are reflected in <strong>the</strong> sophistic<strong>at</strong>ion <strong>of</strong> <strong>the</strong> legal briefings<br />

provided by <strong>the</strong> organiz<strong>at</strong>ion OPH which provided details <strong>of</strong> participants’<br />

rights. Ano<strong>the</strong>r important ‘local’ actor, <strong>the</strong> ‘third element’, with an ambiguous<br />

rel<strong>at</strong>ionship to <strong>the</strong> Czech st<strong>at</strong>e proved to be a critical channel <strong>of</strong><br />

communic<strong>at</strong>ion between protestors <strong>and</strong> authorities <strong>and</strong> was prominent<br />

within respondents accounts.<br />

The third element<br />

The ‘third element’ arose through <strong>the</strong> concerns <strong>of</strong> ex-dissident, turned journalist<br />

Jan Urban over <strong>the</strong> Czech st<strong>at</strong>e’s lack <strong>of</strong> knowledge <strong>of</strong> contemporary<br />

protest repertoires <strong>and</strong> policing techniques. Through foregoing dissident<br />

associ<strong>at</strong>ions a meeting with members <strong>of</strong> Vaclav Havel’s friendship networks<br />

<strong>and</strong> key Ministers took place in March 2000. At this meeting Jan Urban<br />

emphasised <strong>the</strong> importance <strong>of</strong> dialogue, conflict medi<strong>at</strong>ion <strong>and</strong> conflict<br />

resolution, <strong>the</strong>mes which finance Minister Pavel Mertlik was particularly<br />

supportive <strong>of</strong>. The ‘third element’ was thus conceived as a ‘communic<strong>at</strong>ion<br />

channel’ as ‘even in war time, warring parties communic<strong>at</strong>e’ (Interview<br />

Czech Activist [9]) <strong>and</strong> gained financial support from Comercni Bank, one<br />

<strong>of</strong> <strong>the</strong> largest Czech clearing banks.<br />

The third element scrutinised video footage <strong>of</strong> events on <strong>the</strong> streets <strong>of</strong><br />

Se<strong>at</strong>tle <strong>and</strong> Washington <strong>and</strong> actively sought to medi<strong>at</strong>e between <strong>the</strong> police<br />

<strong>and</strong> INPEG, eventually focussing <strong>the</strong>ir efforts through a key British<br />

‘Intern<strong>at</strong>ional’ having failed to gain <strong>the</strong> trust <strong>of</strong> Czech activists. The<br />

presence <strong>of</strong> ‘free radicals’ thus played a central role in structuring communic<strong>at</strong>ions<br />

throughout this particular pl<strong>at</strong>eau. The third elements’ extensive<br />

video capture during S26 contributed significantly to <strong>the</strong>ir interpret<strong>at</strong>ion <strong>of</strong><br />

events <strong>and</strong> subsequent views on <strong>the</strong> actions <strong>of</strong> both protestors <strong>and</strong> police<br />

authorities, <strong>the</strong>mes addressed below. Most importantly, <strong>the</strong> third element<br />

effectively communic<strong>at</strong>ed <strong>the</strong>ir ‘win–win’ str<strong>at</strong>egy across <strong>the</strong> AGM/Police<br />

boundary. This was based on <strong>the</strong> protestors blockading <strong>the</strong> IMF/WB<br />

deleg<strong>at</strong>es inside <strong>the</strong> meeting whilst dem<strong>and</strong>ing <strong>the</strong> self-dissolution <strong>of</strong> <strong>the</strong>ir<br />

organis<strong>at</strong>ions. The protest would thus appear successful whilst <strong>the</strong> meeting<br />

could be concluded with deleg<strong>at</strong>es leaving via <strong>the</strong> public transport links<br />

bene<strong>at</strong>h <strong>the</strong> conference centre. Accounts <strong>of</strong> <strong>the</strong> event suggesting th<strong>at</strong> <strong>the</strong><br />

aim was to ‘storm’ <strong>the</strong> conference centre are pr<strong>of</strong>oundly misleading.<br />

Intern<strong>at</strong>ionals or ‘free radicals’<br />

Computer medi<strong>at</strong>ed communic<strong>at</strong>ions are central to network analyses<br />

through <strong>the</strong> constitution <strong>of</strong> virtual activist communities across geo-political<br />

borders. S26 illustr<strong>at</strong>es some <strong>of</strong> <strong>the</strong> key strengths <strong>and</strong> weaknesses associ<strong>at</strong>ed<br />

with communic<strong>at</strong>ing within ‘cyber-space’. These are addressed here in<br />

terms <strong>of</strong> <strong>the</strong>ir impacts upon <strong>the</strong> event <strong>and</strong> subsequent networking.
