military force against significant perceived thre<strong>at</strong>s to democracy. Combined<br />

with st<strong>at</strong>e building <strong>and</strong> <strong>the</strong> assertion <strong>of</strong> inviolable basic values this represents<br />

a claim <strong>of</strong> primacy as <strong>the</strong> benchmark for human civilis<strong>at</strong>ion.<br />

Global regul<strong>at</strong>ory reach: deterritorialis<strong>at</strong>ion<br />

By combining Giddens’s (1987) notion <strong>of</strong> administr<strong>at</strong>ive reach <strong>and</strong> Shiva’s<br />

(1992) notion <strong>of</strong> global reach, Welsh (1996, 2000) developed <strong>the</strong> term global<br />

regul<strong>at</strong>ory reach as a generic term for scientific <strong>and</strong> technical regul<strong>at</strong>ory<br />

regimes introduced in <strong>the</strong> post-war era. The term applies equally well to <strong>the</strong><br />

extension <strong>of</strong> economic <strong>and</strong> financial regul<strong>at</strong>ory regimes <strong>of</strong> <strong>the</strong> WB <strong>and</strong> IMF,<br />

some <strong>of</strong> which are tied to technical aid programmes. Global regul<strong>at</strong>ory reach<br />

is characterised by <strong>the</strong> need to establish global regul<strong>at</strong>ory st<strong>and</strong>ards across<br />

both space <strong>and</strong> time in order to achieve <strong>the</strong> intended benefits <strong>of</strong> a programme.<br />

Whilst such regimes typically leave some leeway in terms <strong>of</strong> how <strong>the</strong>y are<br />

implemented to accommod<strong>at</strong>e cultural differences, <strong>the</strong>y are primarily shaped<br />

by Western forms or r<strong>at</strong>ionality through expert communities. The prolifer<strong>at</strong>ion<br />

<strong>of</strong> global regul<strong>at</strong>ory regimes exercising such reach represents key instruments<br />

for <strong>the</strong> cre<strong>at</strong>ion <strong>of</strong> wh<strong>at</strong> Hardt <strong>and</strong> Negri (2004) term smooth space.<br />

Global regul<strong>at</strong>ory reach assumes th<strong>at</strong> <strong>the</strong> substantive r<strong>at</strong>ionality underpinning<br />

a particular programme can be realised irrespective <strong>of</strong> <strong>the</strong> cultural<br />

<strong>and</strong> social composition <strong>and</strong> traditions <strong>of</strong> recipient st<strong>at</strong>es. Fur<strong>the</strong>r, <strong>the</strong>re is an<br />

implicit assumption th<strong>at</strong> <strong>the</strong> citizens <strong>of</strong> Western ‘donor’ st<strong>at</strong>es will accept<br />

both <strong>the</strong> products <strong>of</strong> such regimes <strong>and</strong> <strong>the</strong> necessary life style adjustments.<br />

The increasing <strong>at</strong>tention given to ‘governance’ issues <strong>and</strong> ‘civil society<br />

questions’ reflect <strong>the</strong> increasing resistance <strong>of</strong> actors in both South <strong>and</strong><br />

North to such exercises in global regul<strong>at</strong>ory reach.<br />

In this process St<strong>at</strong>es become increasingly torn between competing<br />

externalities as <strong>the</strong>y <strong>at</strong>tempt to simultaneously align <strong>the</strong>mselves with <strong>the</strong><br />

smoothing <strong>and</strong> stri<strong>at</strong>ing forces <strong>of</strong> capital, science, technology <strong>and</strong> citizen<br />

dem<strong>and</strong>s. The clear-cut notion <strong>of</strong> st<strong>at</strong>es as guarantors <strong>of</strong> n<strong>at</strong>ional capital(s) –<br />

<strong>the</strong> executive committee model <strong>of</strong> <strong>the</strong> st<strong>at</strong>e – becomes decisively fractured.<br />

The modern st<strong>at</strong>e is increasingly fragmented as different departments <strong>of</strong><br />

st<strong>at</strong>e, align <strong>the</strong>mselves differentially in rel<strong>at</strong>ion to <strong>the</strong> range <strong>of</strong> external <strong>and</strong><br />

internal pressures. The classic functions <strong>of</strong> <strong>the</strong> st<strong>at</strong>e interact with <strong>the</strong> global<br />

institutional nexus with <strong>the</strong> security st<strong>at</strong>e, finance st<strong>at</strong>e <strong>and</strong> political st<strong>at</strong>e<br />

both constituting <strong>and</strong> becoming subject to top-down regimes. These lines <strong>of</strong><br />

fracture are reflected within <strong>the</strong> global institutional nexus as part <strong>of</strong> <strong>the</strong><br />

struggle to de- <strong>and</strong> reterritorialise global agendas. Hardt <strong>and</strong> Negri approach<br />

this nexus as an integr<strong>at</strong>ed Empire; however we argue th<strong>at</strong> this results in an<br />

over-hegemonic depiction <strong>of</strong> <strong>the</strong> prevailing power rel<strong>at</strong>ions. There are in<br />

effect competing Empires as different fractions align in <strong>the</strong> pursuit <strong>of</strong><br />

competing agendas. The interpret<strong>at</strong>ion <strong>of</strong> <strong>the</strong>se fault lines <strong>and</strong> <strong>the</strong> alignment<br />

<strong>of</strong> ‘domestic policy’ within particular n<strong>at</strong>ion st<strong>at</strong>es produces increasing<br />

fragment<strong>at</strong>ion <strong>of</strong> <strong>the</strong> ‘n<strong>at</strong>ional’.
