68 St<strong>at</strong>es fight back<br />

when trust in political, economic <strong>and</strong> scientific institutions is withdrawn or<br />

severely <strong>at</strong>tenu<strong>at</strong>ed through <strong>the</strong> day-to-day experience <strong>of</strong> neo-liberal<br />

‘progress’. The extension <strong>of</strong> terrorist tropes to AGM actors cre<strong>at</strong>es ‘enemies<br />

within’ implicitly linked to generic network evils associ<strong>at</strong>ed with st<strong>at</strong>eless<br />

terrorist actors, both <strong>of</strong> which are constructed as enemies <strong>of</strong> progress as<br />

conceived within Western ‘advanced barbarism’. 1 In <strong>the</strong> United Kingdom<br />

<strong>the</strong>se <strong>the</strong>mes are particularly prominent in rel<strong>at</strong>ion to animal rights campaigns<br />

against <strong>the</strong> rearing <strong>and</strong> use <strong>of</strong> animals for labor<strong>at</strong>ory experiments.<br />

The <strong>at</strong>tribution <strong>of</strong> ‘anti-science’ stances thre<strong>at</strong>ening future economic prosperity<br />

arising from sunrise genetic industries emphasises issues rel<strong>at</strong>ing to<br />

substantive r<strong>at</strong>ionalities associ<strong>at</strong>ed with modernity. 2 This highlights <strong>the</strong><br />

disparity between <strong>the</strong>se <strong>and</strong> activist <strong>at</strong>tempts to extend ‘rights’ based arguments<br />

to animals, reflecting ethical arguments formalised by Singer (1979)<br />

<strong>and</strong> developed from a range <strong>of</strong> philosophical stances (O’Neill 2002).<br />

O’Neill’s (2002) recognition th<strong>at</strong> <strong>the</strong> human animal is <strong>the</strong> only one able<br />

to formalise <strong>the</strong> interests <strong>of</strong> o<strong>the</strong>r species <strong>and</strong> exercise choice over quality<br />

<strong>of</strong> life issues <strong>and</strong> species existence adds a critical dimension to human<br />

choice in <strong>the</strong> constitution <strong>of</strong> sustainable futures. Societal choices in such<br />

areas are reflections <strong>of</strong> <strong>the</strong> moral <strong>and</strong> ethical worth <strong>at</strong>tributed to <strong>the</strong> organic<br />

realm with implic<strong>at</strong>ions for intergener<strong>at</strong>ional equity associ<strong>at</strong>ed with sustainable<br />

development <strong>and</strong> bio-diversity. These deb<strong>at</strong>es are currently in a<br />

st<strong>at</strong>e <strong>of</strong> fur<strong>the</strong>r extension as <strong>the</strong> mapping <strong>of</strong> <strong>the</strong> human genome raises issues<br />

<strong>of</strong> human diversity when confronted by <strong>the</strong> prospect <strong>of</strong> ‘neo-liberal eugenics’<br />

(Habermas 2003).<br />

O<strong>the</strong>r forms <strong>of</strong> extension accompany <strong>the</strong> security st<strong>at</strong>es’ <strong>at</strong>tempts to police<br />

<strong>the</strong> ‘siege <strong>of</strong> <strong>the</strong> signs’. Policing <strong>and</strong> surveillance oper<strong>at</strong>ions increasingly<br />

ensnare ‘ordinary citizens’ as measures conceived in rel<strong>at</strong>ion to an imagined<br />

enemy reveal <strong>the</strong> heavy h<strong>and</strong> <strong>of</strong> <strong>the</strong> security st<strong>at</strong>e in more <strong>and</strong> more sites.<br />

The actions <strong>of</strong> <strong>the</strong> security st<strong>at</strong>e are complemented by <strong>the</strong> asymmetrical use<br />

<strong>of</strong> <strong>the</strong> legal system by corpor<strong>at</strong>e actors <strong>at</strong>tempting to silence concerns<br />

expressed by movement actors <strong>and</strong> ‘ordinary’ citizens. The prosecution <strong>of</strong><br />

two London Greenpeace activists by McDonalds, <strong>the</strong> McLibel case, is a<br />

particularly prominent example <strong>of</strong> this wider process <strong>of</strong> ‘legal intimid<strong>at</strong>ion’<br />

(Donson 2000). 3 The United St<strong>at</strong>es’ unil<strong>at</strong>eral disregard for human rights in<br />

<strong>the</strong> context <strong>of</strong> st<strong>at</strong>eless terrorist networks adds a fur<strong>the</strong>r dimension to <strong>the</strong>se<br />

concerns, thre<strong>at</strong>ening to contamin<strong>at</strong>e <strong>and</strong> erode progressive rights based<br />

discourses within <strong>the</strong> intern<strong>at</strong>ional community.<br />

In <strong>the</strong> context <strong>of</strong> Empire <strong>the</strong>se developments represent <strong>the</strong> enactment <strong>of</strong><br />

a US orchestr<strong>at</strong>ed imperium modelled upon Rome intersecting with <strong>and</strong><br />

eliding a number <strong>of</strong> key discourses through terror tropes. Once constituted,<br />

such discursive forms result in multiple readings constituting both discursive<br />

<strong>and</strong> m<strong>at</strong>erial contest<strong>at</strong>ion th<strong>at</strong> is outside <strong>the</strong> security st<strong>at</strong>e’s control.<br />

The <strong>at</strong>tempt to cre<strong>at</strong>e an hegemony <strong>of</strong> terror tropes encounters numerous<br />

obstacles including <strong>the</strong> historically sedimented memories <strong>of</strong> previous security<br />

st<strong>at</strong>e <strong>at</strong>tempts to suppress <strong>the</strong> exercise <strong>of</strong> popular democr<strong>at</strong>ic will.
