The European Council<br />

In March 2006 the European Council approved the European Pact for Gender Equality, in line with<br />

the Commission's Roadmap for Gender Equality, reflecting the Member States' commitment and<br />

determination to implement policies aimed at promoting gender equality.<br />

At the request of the European Council, the European Commission reports each year on progress<br />

towards gender equality and presents challenges and priorities for the future through its annual<br />

Reports on Equality between Women and Men.<br />

Partnership with civil society:<br />

Non-governmental organisations (NGOs) such as the European Women’s Lobby and the social<br />

partners play an essential role in the promotion of gender equality by initiating debate and giving<br />

input to the Commission and other EU institutions.<br />

2.2. Gender Equality legislation and policy<br />

2.2.1. Major legislative developments<br />

In recent years, the "acquis communautaire" in the area of gender equality has been strengthened<br />

by the adoption of one Directive: 2006/54/EC.<br />

This Directive recasts Directives 75/117/EEC, 76/207/EEC, 86/378/EEC, 96/97/EC, 97/80/EC and<br />

2002/73/EC. The purpose of the Directive is to ensure the implementation of the principle of equal<br />

opportunities and equal treatment of men and women in matters of employment and occupation. To<br />

that end, it contains provisions to implement the principle of equal treatment in relation to: (a)<br />

access to employment, including promotion, and to vocational training; (b) working conditions,<br />

including pay; (c) occupational social security schemes.<br />

New initiatives<br />

In October 2008, the Commission adopted a package of measures on the reconciliation between<br />

work and family or private life, including in particular two legislative proposals to review two<br />

existing Directives (92/85/EC and 86/613/EEC).<br />
