4.4 Violence against women (D)<br />

4.4.1 The strategic objectives from the Platform for Action<br />

Following the Beijing Platform for Action, violence against women was defined as critical area D<br />

and associated with three strategic objectives:<br />

• (D 1) Take integrated measures to prevent and eliminate violence against women.<br />

• (D 2) Study the causes and consequences of violence against women and the effectiveness<br />

of preventive measures.<br />

• (D 3) Eliminate trafficking in women and assist victims of violence due to prostitution and<br />

trafficking.<br />

4.4.2. Availability and relevance of EU-wide indicators<br />

The Council decided in November 2002 and 2004 on three indicators to be used when monitoring<br />

progress in this area:<br />

• Indicator 1. The number of female victims of domestic violence;<br />

• Indicator 2. The number of employees who report incidents of sexual harassment at the<br />

workplace, as a percentage of the total workforce;<br />

• Indicator 3. The number of private and public enterprises which have a preventive policy<br />

regarding sexual harassment at the workplace, as a percentage of the total number of<br />

employers.<br />

In 2002, the Spanish Presidency carried out a study mapping the measures to combat violence<br />

against women. On the basis of this preparatory work the Danish Presidency suggested (in 2002)<br />

seven indicators concerning “domestic violence against women” (profile of female victims; profile<br />

of male perpetrators; victim support; measures addressing the male perpetrator to end the cycle of<br />

violence; training of professionals; state measures to eliminate domestic violence against women;<br />

and evaluation), with sub-indicators. The aim was to develop indicators that can facilitate an<br />

evaluation of the implementation of the Beijing PfA, as well as to promote the exchange of best<br />

practice, help evaluate the measures used (including policy measures), and facilitate awareness-<br />

raising initiatives regarding violence against women.<br />
