Women have on average achieved a higher level of education than men in the tertiary education<br />
system, yet women still remain under-represented at the highest levels in academic and professional<br />
life. While at the beginning of their academic careers women account for 42 %, merely 15 % of the<br />
positions in the highest grade are occupied by women.<br />
EU commitments to achieve the objectives of the Beijing PfA<br />
When deciding on the indicators in May 2007 the Council of the European Union urged the MS to<br />
promote gender equality and to implement gender mainstreaming in their education and training<br />
policies at all levels, including measures to ensure equal access and participation for women and<br />
men, a gender-sensitive educational environment as well as unbiased content in education.<br />
The Council also urges the MS to eliminate all kinds of direct or indirect discrimination in<br />
education and training, in academic institutions and in all regulations regarding educational or<br />
academic advancement, as well as in employment.<br />
Furthermore the Council urged the MS to take concrete measures to implement gender<br />
mainstreaming while developing policies for the integration of migrant girls and women as well as<br />
migrant boys and men into the education system in order to overcome gender stereotypes.<br />
5.3. Women and Health (C)<br />
Gender inequalities in health are still a persistent problem in EU MS. In many Member States<br />
preventive programs addressing women's health issues have been set up. But new challenges appear<br />
as well. There exists at present overwhelming evidence that violence against women is associated<br />
with ill-health of various kinds. This needs to be taken into account when women's health issues are<br />
mapped and compared to men's. Otherwise this area of women's health will remain a hidden topic,<br />
and the consequences of "diagnostic" and "treatment" efforts will be ineffective or<br />
counterproductive from this perspective.<br />
