2.1.2. Structures for Gender Equality<br />

The European Union is built on an institutional system where Member States delegate competences<br />

for certain matters to independent institutions, representing the interests of the Union as a whole.<br />

The following actors collaborate to deliver the objective of gender equality:<br />

-the Commission, which is the guardian of the Treaties and a de facto executive body within which<br />

policy initiatives originate;<br />

-the Council, within which each Member State government is represented;<br />

-the European Parliament, which is directly elected by citizens across the Member States; and<br />

-the European Court of Justice which makes rulings on gender equality and on the implementation<br />

of Community law.<br />

The European Union has developed several structures to ensure the advancement of gender<br />

equality.<br />

The European Commission<br />

The Group of Commissioners on Fundamental Rights, Anti-discrimination and Equal<br />

Opportunities has the mandate to drive policy and ensure the coherence of Commission action in<br />

the areas of fundamental rights, anti-discrimination, equal opportunities and the social integration of<br />

minority groups and to ensure that gender equality is taken into account in Community policies and<br />

actions, in accordance with Article 3(2) of the Treaty.<br />

The Inter-service Group on Gender Equality created in 1995 brings together representatives<br />

from all Commission Directorates General. Its main task is to develop a gender mainstreaming<br />

approach in all European Commission policies and programmes and to contribute to and coordinate<br />

activities within the framework of the annual work programme on gender equality prepared by the<br />

European Commission services.<br />
