4. 5. Women and armed conflict (E)<br />

4.5.1. The strategic objectives from the Platform for Action<br />

• E.1 Increase the participation of women in conflict resolution at decision-making levels and<br />

protect women living in situations of armed and other conflicts or under foreign occupation.<br />

• E.2 Reduce excessive military expenditures and control the availability of armaments.<br />

• E.3 Promote non-violent forms of conflict resolution and reduce the incidence of human<br />

rights abuse in conflict situations.<br />

• E.4 Promote women’s contribution to fostering a culture of peace<br />

• E.5 Provide protection, assistance and training to refugee women, other displaced women in<br />

need of international protection and internally displaced women<br />

• E.6 Provide assistance to the women of the colonies and non-self-governing territories<br />

4.5.2. Availability and relevance of EU-wide indicators<br />

When the Beijing + 10 report was published, no indicators had been developed for the strategic<br />

objectives on women and armed conflict. During the French Presidency in 2008 a study was<br />

commissioned and an ambitious questionnaire sent to MS. On the basis of the data gathered, the<br />

following indicators were developed and decided upon in the Council in December 2008:<br />

• Indicator 1. Proportion of men and women trained specifically in gender equality among<br />

diplomatic staff, civilian and military staff employed by the Member States and Community<br />

institutions and military and police staff participating in UN peacekeeping operations and<br />

ESDP missions.<br />

• Indicator 2. Proportion of women and men among heads of diplomatic missions and EC<br />

delegations, staff participating in UN peacekeeping operations and ESDP missions,<br />

including military and police staff.<br />

• Indicator 3. Funding (as a total amount and as a percentage of cooperation programmes)<br />

allocated by the Member States and the European Commission, in countries affected by<br />

armed conflict or in post-conflict situations to support gender equality, to support female<br />

victims of violence and the participation of women in peace-building and post-conflict<br />

reconstruction.<br />
