Projects are funded to identify best practices in gender management in research institutions. The<br />

training of national contact points will start in 20<strong>09</strong>. The report "Mapping the maze: Getting more<br />

women to the top in research" has reviewed positive actions and gender equality measures at<br />

institutional and national level. In addition, data on the female research workforce in universities<br />

broken down by gender ('She Figures') are regularly updated.<br />

In the public research sector, the European Union has set a target of 25 % for women in leading<br />

positions. 18 This target has been translated into a series of actions to promote women to the top<br />

(mentoring, networking, training programmes). Women's career trends have been analysed, in<br />

particular through work by experts on decision-making in the research field. A report on selection<br />

procedures for the allocation of research funds has been published (Gender challenge in research<br />

funding).<br />

External relations policy<br />

The European Commission is committed to contributing to the development and implementation of<br />

the EU’s external policy on women’s rights. In recent years, the EU has continued to systematically<br />

discuss issues related to women’s rights with its partner countries and partner organisations, in<br />

particular in the context of EU human rights dialogues and consultations, including in dedicated<br />

sub-committees on democracy and human rights.<br />

In 20<strong>09</strong>, the EU adopted Guidelines on violence against women and girls and combating all forms<br />

of discrimination against them.<br />

These guidelines prioritise the subject of women's rights in EU human rights policy in<br />

third countries and provide guidance on the way the EU reacts to specific individual cases of human<br />

rights violations.<br />

Over the years, the EU has assisted the Mediterranean partner countries in promoting equality<br />

between women and men. The implementation of the 2006 Istanbul Conclusions on "Strengthening<br />

the role of women in society" are regularly discussed by Euromed participants and a stock-taking<br />

Euro-Mediterranean Ministerial Conference should take place in 20<strong>09</strong>.<br />
