2.3.3. Gender mainstreaming in the European Structural Funds
During the new programming period 2007-2013, the Regulation for the European Regional
Development Fund, the European Social Fund and the Cohesion Fund dedicates a specific
article (Art. 16) to “Equality between men and women and non discrimination”. This Article, laying
down general provisions for the Structural Funds, states that the Member States and the
Commission shall ensure that equality between women and men and the integration of the gender
perspective is promoted during the various stages of implementing the funds.
In particular, Articles 2 and 4(5) of the European Social Fund Regulation refer to the promotion of
gender equality. Article 3(b)(iii) specifies “mainstreaming and specific action to improve access to
employment and increase sustainable participation and progress of women in employment, and to
eliminate direct and indirect gender-based segregation in the labour market inter alia by addressing
the root causes of the gender pay gaps”. Article 6 requests Member States to promote, in their
operational programmes, gender equality and equal opportunities and to include a description of
how this is organised throughout the policy cycle, i.e. in preparation, implementation, monitoring
and evaluation. In addition Article 10 contains an obligation for Member States to report on the
implementation of gender mainstreaming and on any gender-specific action.
