<strong>Limerick</strong> 2030 <strong>An</strong> <strong>Economic</strong> <strong>and</strong> <strong>Spatial</strong> <strong>Plan</strong> <strong>for</strong> <strong>Limerick</strong><br />

Infrastructure <strong>and</strong> Capital Investment 2012-2016: Medium Term Exchequer Framework<br />

The Infrastructure <strong>and</strong> Capital Investment <strong>Plan</strong>/Programme 2012-2016: Medium Term Exchequer<br />

Framework provides details of the funding that will be provided up to 2016. The reason this document<br />

has temporarily replaced the NDP is due to the financial crisis that has affected the country. This<br />

document has limited allocation of funding but it does commit to continue to provide funding to any<br />

project that is already at contract stage. In the case of <strong>Limerick</strong> this includes the University of <strong>Limerick</strong><br />

Medical School, King John’s Castle <strong>and</strong> <strong>Limerick</strong> Riverside development. The framework also makes<br />

a commitment to continue to provide funding <strong>for</strong> the <strong>Limerick</strong> Regeneration Areas. Though one-off<br />

projects may be announced, any project that is not specifically mentioned within this framework will<br />

not receive funding.<br />

<strong>Limerick</strong> Local Government Committee<br />

The Committee was asked to provide a report as to the most appropriate arrangements <strong>for</strong> the<br />

governance of <strong>Limerick</strong> City <strong>and</strong> County. There were a number of challenges facing <strong>Limerick</strong> as it<br />

attempted to continue to develop in line with the NSS. The report noted that whilst individual local<br />

authorities per<strong>for</strong>med competently, cooperation across institutional boundaries was weak on<br />

strategic issues. It also noted issues in <strong>Limerick</strong>’s core such as a falling population, higher<br />

unemployment <strong>and</strong> a clear need <strong>for</strong> renewal. The report recommended exp<strong>and</strong>ing the area<br />

designated as a “City” <strong>and</strong> to provide <strong>for</strong> a single authority that would replace <strong>Limerick</strong> City Council<br />

<strong>and</strong> <strong>Limerick</strong> County Council. The new authority will be known as “<strong>Limerick</strong> City & County Council.”<br />

This policy is being implemented by the <strong>Limerick</strong> Reorganisation Committee.<br />

Other National Documents;<br />

Sustainable Development: A Strategy <strong>for</strong> Irel<strong>and</strong>, 1997 provides a framework <strong>for</strong> the<br />

achievement of sustainable development at local level.<br />

National Climate Change Strategy 2007-2012 aims to ensure Irel<strong>and</strong> reaches its target under the<br />

Kyoto Protocol to limit greenhouse gas emissions.<br />

Statutory Guidelines are issued by the Department of the Environment, Community <strong>and</strong> Local<br />

Government regularly to <strong>Plan</strong>ning Authorities on aspects of planning policy <strong>and</strong> these are<br />

considered <strong>and</strong> should be noted. Examples of these include inter alia the Retail <strong>Plan</strong>ning<br />

Guidelines, the Development Management Guidelines, Flood Risk Management Guidelines,<br />

Architectural Heritage Protection Guidelines, Urban Design Manual, etc.<br />
