<strong>Limerick</strong> 2030 <strong>An</strong> <strong>Economic</strong> <strong>and</strong> <strong>Spatial</strong> <strong>Plan</strong> <strong>for</strong> <strong>Limerick</strong><br />

share in rapidly growing emerging markets <strong>and</strong> can leverage large amounts of investment funds <strong>for</strong><br />

expansion into more mature markets.<br />

Irel<strong>and</strong> <strong>and</strong> implications <strong>for</strong> <strong>Limerick</strong><br />

In mid-2011 there were over 1.63 million broadb<strong>and</strong> subscribers in Irel<strong>and</strong>, however Irel<strong>and</strong> still<br />

lagged behind the EU <strong>and</strong> OECD with regard to total fixed broadb<strong>and</strong> take-up which reached<br />

23.3% compared to an EU-27 average of 26.6%. However, Irel<strong>and</strong> outper<strong>for</strong>ms Europe <strong>and</strong> the OECD<br />

on mobile broadb<strong>and</strong> subscription which has achieved a penetration rate of 47.1% compared to<br />

43.4% <strong>for</strong> the EU <strong>and</strong> 41.6% <strong>for</strong> the OECD.<br />

Whilst penetration rates are important, the quality of broadb<strong>and</strong> is instrumental <strong>and</strong> <strong>for</strong> the most<br />

high-end ICT companies download speeds of 100mbps are essential. Across the main urban areas of<br />

Irel<strong>and</strong> such speeds are achievable but such speeds are not achievable to date in smaller urban<br />

areas <strong>and</strong> rural areas. <strong>Limerick</strong> currently has low broadb<strong>and</strong> speeds but these are expected to rise<br />

to 40mbps, however this is still some way off the target of 100mbps.<br />

Within the large cities the ICT sector in Irel<strong>and</strong> is a thriving <strong>and</strong> growing industry with nine of the top<br />

ten global ICT companies maintaining a presence in the country. The economic contribution of the<br />

sector is substantial with the ICT industry currently responsible <strong>for</strong> approximately one third of Irel<strong>and</strong>’s<br />

exports by value. In 2009, computer services were responsible <strong>for</strong> the export of €24,223 million worth<br />

of services. According to the Central Statistics Office (CSO), in 2009 €3,951 million worth of computer<br />

services were exported from Irel<strong>and</strong> to the UK. The sector is also currently amongst the top three Irish<br />

growth industries, with both indigenous <strong>and</strong> international companies creating large bases in the<br />

country.<br />

The ICT sector is also one of the country’s most important employers <strong>and</strong> at present there are over<br />

75,000 people employed by ICT companies in Irel<strong>and</strong>. In the ten month period between January<br />

<strong>and</strong> October 2010, 2,500 new jobs were announced in the ICT sector. This was on-top of a net sector<br />

employment growth rate of 6% in 2009. There are currently 5,400 ICT enterprises in Irel<strong>and</strong>, of which<br />

233 are <strong>for</strong>eign owned.<br />

Future Growth<br />

The future growth of the ICT industry will come from two main areas. The first is on the innovation side<br />

to develop ICT products that involve extensive investment in R&D <strong>and</strong> huge amounts of market<br />

research focused on developing the next gadget <strong>and</strong> technical product. This will include mobile<br />

devices with the ability to project holographic images, 4G, advances in the capabilities of tablet<br />

computers <strong>and</strong> biometrics. The second aspect of ICT that is going to see significant growth is in the<br />

manufacturing processes used by the industry <strong>and</strong> the highly automated production of knowledge<br />

intensive computer <strong>and</strong> electrical components.<br />
