Such risks must, however, be considered with<strong>in</strong> the context of spend<strong>in</strong>g<br />

patterns. With about 85 percent of education sector spend<strong>in</strong>g be<strong>in</strong>g<br />

taken up with direct costs of teach<strong>in</strong>g, the budgets generally available for<br />

construction of new facilities are low. There are two important exceptions<br />

to this trend:<br />
