Janelle Plummer is the World Bank’s senior governance specialist in the
Cambodia Country Office. Previously, she was the Department for
International Development-funded Governance Adviser in the Ethiopia
Country Office and led the development of the Joint Governance
Assessment Initiative, of which this corruption diagnostics work is a central
part. She has worked on corruption in sectors since the tsunami in
Aceh in 2004, was a founding member of the Water Integrity Network,
and has pursued a risk-mapping approach to anticorruption action. The
author of numerous policy and capacity building publications on good
governance, she received her master’s degree from the School of Oriental
and African Studies at the University of London.
Tony Burns is a land administration specialist with extensive experience
in designing, managing, and evaluating systematic registration and land
administration projects. He is the managing director of Land Equity
International, a company focused on supporting land administration projects
worldwide. He has more than 25 years of experience in land sector
projects, including serving as a team leader and project director supervising
large-scale, long-term, multidisciplinary projects. He has also undertaken
