those <strong>in</strong> many develop<strong>in</strong>g countries. Several priorities have a bear<strong>in</strong>g on<br />

corruption risk:<br />

Regional <strong>in</strong>ventories of <strong>in</strong>frastructure, though implemented, do not<br />

l<strong>in</strong>k schemes to f<strong>in</strong>anc<strong>in</strong>g modalities, mak<strong>in</strong>g attribution impossible to<br />

verify except through field visits (World Bank 2009).<br />

Monitor<strong>in</strong>g output data—what is be<strong>in</strong>g built where—is <strong>in</strong>adequate,<br />

mak<strong>in</strong>g it difficult to know whether spend<strong>in</strong>g is cost-effective and<br />

whether (and where) money might be leak<strong>in</strong>g. Better track<strong>in</strong>g of funds<br />

as they move along the transfer system toward water projects would<br />

reduce the risk of corruption and improve plann<strong>in</strong>g.<br />

Monitor<strong>in</strong>g and <strong>in</strong>formation systems for assess<strong>in</strong>g access to water supply<br />

and sanitation facilities were viewed as problematic, though<br />

improv<strong>in</strong>g. 15<br />

Many <strong>in</strong>terviewees reported problems with “coverage <strong>in</strong>flation,” or<br />

“<strong>in</strong>formation corruption,” as one person put it. Coverage figures are rout<strong>in</strong>ely<br />

<strong>in</strong>flated as they pass upward from woredas to the regional and<br />

federal levels, with politicians eager to show progress aga<strong>in</strong>st targets. 16<br />

Whether this practice fosters real corruption is a moot po<strong>in</strong>t. Given that<br />

coverage <strong>in</strong>flation could lead to reduced fund<strong>in</strong>g under the block grant<br />

formula, the answer would appear to be “no,” although the perception of<br />

corruption rema<strong>in</strong>s.<br />

Design, Tender<strong>in</strong>g, and Procurement<br />

Procurement requires public-private <strong>in</strong>teraction for the purchase of a<br />

wide range of goods and services, <strong>in</strong>clud<strong>in</strong>g borehole drill<strong>in</strong>g and materials.<br />

For this reason, it is one of the most well-publicized and well-documented<br />

faces of corruption <strong>in</strong> the water sector (Plummer and Cross<br />

2007). Depend<strong>in</strong>g on country context and project area, a number of<br />

public actors may be <strong>in</strong>volved, from national to local. Private actors may<br />

<strong>in</strong>clude suppliers, contractors, operators, or local and national consultants.<br />

<strong>Corruption</strong> may <strong>in</strong>fluence the selection of contracts for services and supplies,<br />

payment schedules, profit marg<strong>in</strong>s, and the outcomes of the regulatory<br />

process (Plummer and Cross 2007).<br />

In <strong>Ethiopia</strong>, the drill<strong>in</strong>g sector is characterized by a mix of private<br />

operators, both national and <strong>in</strong>ternational, and SOEs. Procurement can be<br />

carried out by government <strong>in</strong>stitutions (typically regional bureaus) or<br />

directly by donors and NGOs; the method depends on both f<strong>in</strong>anc<strong>in</strong>g<br />

modalities and whether the commission<strong>in</strong>g agent has <strong>in</strong>-house drill<strong>in</strong>g<br />

capacity.
