9. Our research found clear records of disbursements from the GFATM but not<br />

from GAVI Alliance or PEPFAR, and clear statements of recipients from<br />

PEPFAR but not from GAVI Alliance or the GFATM.<br />

10. <strong>Ethiopia</strong> may be able to achieve its goals without creat<strong>in</strong>g a new national<br />

health <strong>in</strong>surance scheme. For some ideas about the problems with social<br />

11. Although such systematic random audits are not a common practice <strong>in</strong><br />

review<strong>in</strong>g public sector procurement, they have become standard—and<br />

expected—practice <strong>in</strong> audit<strong>in</strong>g tax revenue collection. Lessons from the tax<br />

revenue field show that the benefits of such an approach are quite significant<br />

(Campos and Pradhan 2007).<br />
