9. Our research found clear records of disbursements from the GFATM but not
from GAVI Alliance or PEPFAR, and clear statements of recipients from
PEPFAR but not from GAVI Alliance or the GFATM.
10. Ethiopia may be able to achieve its goals without creating a new national
health insurance scheme. For some ideas about the problems with social
health insurance and alternatives, see Savedoff 2004 and Wagstaff 2007.
11. Although such systematic random audits are not a common practice in
reviewing public sector procurement, they have become standard—and
expected—practice in auditing tax revenue collection. Lessons from the tax
revenue field show that the benefits of such an approach are quite significant
(Campos and Pradhan 2007).
