ground. The breach may never be spotted for lack of effective <strong>in</strong>spection,<br />

or the m<strong>in</strong><strong>in</strong>g company may bribe an <strong>in</strong>spector to ensure that the<br />

breach is overlooked.<br />

Exist<strong>in</strong>g procedures for compensation and obligations to local <strong>in</strong>habitants<br />

Because a wide variety of federal, regional, city, and local adm<strong>in</strong>istrations<br />

control compensation and social conditions, no analysis was undertaken<br />

of the control mechanisms <strong>in</strong> place. MOM does not itself have powers to<br />

ensure enforcement of compensation requirements.<br />

The <strong>in</strong>terviews and workshop revealed the follow<strong>in</strong>g perceptions:<br />

Most of the <strong>in</strong>terviewees were not aware of any corruption <strong>in</strong> relation<br />

to local <strong>in</strong>habitants, but they believed that this was a risk.<br />

Some <strong>in</strong>terviewees were aware of corruption <strong>in</strong> this area, <strong>in</strong>clud<strong>in</strong>g<br />

° local <strong>in</strong>habitants plant<strong>in</strong>g land once they had heard of a possible<br />

license to get additional compensation; and<br />

° compensation be<strong>in</strong>g stolen by officials.<br />

The survey revealed the follow<strong>in</strong>g perceptions:<br />

Out of the 16 people who completed this section of the survey,<br />

four (25 percent) were aware of bribery or fraud <strong>in</strong> relation to local<br />

<strong>in</strong>habitants.<br />

One was aware of bribery or fraud from an organization’s experience,<br />

and four from rumor.<br />

One believed that such bribery or fraud took place at the federal level,<br />

four at the regional level, and two at the city level.<br />

Risk rat<strong>in</strong>g: Medium<br />

The actual risk <strong>in</strong> <strong>Ethiopia</strong> of corruption <strong>in</strong> relation to compensation and<br />

obligations to local <strong>in</strong>habitants at the federal license level is considered to<br />

be medium.<br />

Recommendations to mitigate risks<br />

Clear procedures should be <strong>in</strong> place so that m<strong>in</strong><strong>in</strong>g companies and local<br />

<strong>in</strong>habitants know <strong>in</strong> advance the companies’ obligations <strong>in</strong> relation to<br />

compensation and social requirements and so that the discretion of all<br />

relevant officials is reduced.<br />

The m<strong>in</strong><strong>in</strong>g company should be required to publish—both on the<br />

Internet and at a local office—details of the social conditions with<br />

which it must comply and the compensation it has agreed to pay. Any<br />

local <strong>in</strong>habitant can then see what he or she should receive.
