Land Sector <strong>Corruption</strong> <strong>in</strong> <strong>Ethiopia</strong> 319<br />

Build<strong>in</strong>g capacity and an environment for service delivery. Systemic<br />

changes need to occur to support the decentralized <strong>in</strong>stitutional environment<br />

provid<strong>in</strong>g normative frameworks at the woreda and municipal<br />

levels. Important steps <strong>in</strong> the reform process are (a) resolution of ambiguities<br />

<strong>in</strong> the adm<strong>in</strong>istrative and management roles and mandates for<br />

local governance and (b) complement<strong>in</strong>g this resolution with recurrent<br />

report<strong>in</strong>g and audit<strong>in</strong>g of activities.<br />

In addition, the reform of land <strong>in</strong>stitutions should place much greater<br />

emphasis on improv<strong>in</strong>g services and functionality. A large part of the<br />

effort <strong>in</strong>volves ensur<strong>in</strong>g susta<strong>in</strong>able f<strong>in</strong>ancial and technical capacity<br />

with<strong>in</strong> resource constra<strong>in</strong>ts. Reeng<strong>in</strong>eer<strong>in</strong>g processes and document<br />

management will have greater impact on curb<strong>in</strong>g corrupt practices and<br />

generat<strong>in</strong>g behavioral shifts than a technically eng<strong>in</strong>eered solution of<br />

computerization. These steps need to be supported by significant f<strong>in</strong>ancial<br />

and political support from the federal level. Moreover, <strong>in</strong>formal<br />

systems and payments will cont<strong>in</strong>ue to occur until the formal system<br />

offers a better service and cannot be underm<strong>in</strong>ed by corrupt practices.<br />

These are the key steps <strong>in</strong> build<strong>in</strong>g capacity:<br />

Establishment of a supervisory body to deal with and <strong>in</strong>vestigate compla<strong>in</strong>ts<br />

made by the public<br />

Comprehensive public awareness campaigns, <strong>in</strong>clud<strong>in</strong>g systems to capture<br />

public feedback<br />

Def<strong>in</strong>ition and implementation of service delivery standards<br />

Agreement on fee schedules and fund<strong>in</strong>g for the development and<br />

ongo<strong>in</strong>g operation of systems based on detailed f<strong>in</strong>ancial models for<br />

anticipated service delivery<br />

Tra<strong>in</strong><strong>in</strong>g of land sector staff <strong>in</strong> ethical conduct and the development<br />

and implementation of systems to monitor their conduct and handle<br />

any compla<strong>in</strong>ts from the public.<br />

Phas<strong>in</strong>g of Reform Activity<br />

“It is important to note that there are no quick fixes to land tenure problems.<br />

Except <strong>in</strong> particularly favorable circumstances, improvements <strong>in</strong> this field can<br />

only be achieved <strong>in</strong> the long run.” (Wachter and English 1992, 17)<br />

As noted by Wachter and English <strong>in</strong> their 1992 review of World Bank<br />

experience with rural land adm<strong>in</strong>istration projects, implement<strong>in</strong>g change<br />

<strong>in</strong> the land sector is a long-term activity. The development of land policy<br />

will take time. Develop<strong>in</strong>g and implement<strong>in</strong>g improved systems will also
