. ..>, Haul roads, setbacks, and soil stockpile areas will be, used as mitigation areas at the completion
of landfill construction as follows:
● Haul roads around and through the landfill area will be minimized both in length
and width as specified by the installation DENR specialist. Decommissioned
roads may be replanted with sand gili% Monterey spine flower or coast live oak
trees, depending on existing habitat as designated by the installation DENR
specialist.
● Soil stockpile areas approved by the installation DENR specialist will be grubbed
(top six to nine inches). Grubbed material will be screened to remove roots and
debris and will be placed as the top four inches after grade restoration. Stockpile
areas will be minimized by using sites on the landfill areas for storage. The 25foot
setback will also be used for soil storage. Soil stockpile areas occurring in -
oak woodland will be replanted with the same number and density of oak trees
that are removed. Stockpile areas that are in previously disturbed locations could
be used to re-establish coast live oak woodland or both sand gilia and Monterey
spine flower.
● Setback areas as approved by the installation DENR specialist could provide
suitable habitat for establishing populations of both sand gilia and Monterey spine
flower.
2.77.2 Dust Control
During construction activities, particular emphasis will be placed on minimizing the generation
of fugitive emissions. The following operational and administrative controls will be used in
controlling fugitive dust during excavation and capping activities. However, conditions may
dictate the necessity of operational and administrative controls.
2.71,2.7 Operational Controls
Water will be used as a general dust suppressant. Haul roads will use a soil stabilizer product
called EMC Squared. The material safety data sheet (MSDS) for the soil stabilizer is on file.
Operational controls include the following:
● Minimizing material free faII from excavating equipment (loaders and excavators)
to hauling units and stockpiles
