A fourth arrangement was established without a formal agreement, based on on-going IAEA<br />

efforts to promote regional networking and utilization between research reactors and their<br />

users:<br />

- Mediterranean Research Reactor Utilization Network (MRR-U): Azerbaijan, Egypt, Greece,<br />

Montenegro, Syria, Tunisia, and IAEA.<br />

Finally, as a result of Agency-sponsored coalition discussions in 2007 between ININ<br />

(Mexico), Laguna Verde <strong>Nuclear</strong> Power Plant (Mexico), and Atominstitut (Austria), the ININ<br />

Triga research reactor and Laguna Verde have entered into an agreement to hold regular<br />

training courses at the ININ TRIGA for Laguna Verde personnel.<br />

3. MAJOR ACTIVITIES<br />

Activities during 2008 focused on building upon opportunities for establishing coalitions<br />

identified during the exploratory discussions and missions carried out in 2007. These<br />

resulted in the conclusion of the formal arrangements cited in the previous section of this<br />

report (2. Results/Achievements in 2008).<br />

In addition, a number of meetings and missions were organized and conducted to explore<br />

the possibility of forming other potential coalitions and networks.<br />

A variety of international conferences, meetings, and workshops were utilized to publicize the<br />

concept of research reactor coalitions, inform potential participants on the activities taking<br />

place, to develop ideas and proposals for coalitions, and to recruit participants. Such<br />

opportunities were also utilized as appropriate for side meetings related to development of<br />

coalition arrangements.<br />

Project planning and coordination was a central part of all project activities, including:<br />

- Weekly conference calls with the project team and regular revision of an Action Item list in<br />

order to monitor accomplishment of assigned and scheduled tasks, and<br />

- Project planning meeting 26 to 27 May 2008 in Vienna.<br />

A. Development of Proposed Coalitions<br />

Efforts focused on bringing to fruition research reactor coalition concepts concerning the<br />

Caribbean, Central Asia/Eurasia, Eastern Europe, and Russia. Accordingly, the following<br />

meetings and missions took place:<br />
