CHAPTER 2: THE OPERATIONAL LANDSCAPE FOR HUMANITARIAN ACTION We review in this chapter the United Nation’s humanitarian response to the crisis in the former Yugoslavia from two perspectives. First, we examine the kinds of humanitarian activities carried out. Second, we present the institutional framework within which those activities were mounted and managed. We will evaluate these humanitarian activities in the following chapter. Humanitarian Activities Humanitarian activities include both the provision of emergency assistance and the protection of basic human rights. Assistance U.N. figures in late 1993 placed the number of persons killed or missing as a result of the conflicts in the former Yugoslavia at 230,000, with another 60,000 seriously wounded. Of prewar Yugoslavia’s total population of 22 million, an estimated 4.2 million, or roughly one in five, had been displaced by late 1993. While major displacement occurred early in the conflicts, Figure 2.1 indicates that the largest single upheaval occurred during the first six months of 1993. The previous seven months represented the period of the second largest displacement. Bosnia and Herzegovina contained the largest number of those affected, with about 2,280,000 persons displaced by mid-1993, followed by Croatia and Serbia. The intended beneficiaries of U.N. assistance ranged well beyond those displaced by the war. UNHCR, which normally assists persons who have crossed an international frontier, was in this instance requested by the U.N. Secretary-General to help those still within their own countries. As the conflict in Bosnia and Herzegovina worsened, the task expanded further to include those threatened with displacement but not yet displaced. 11
