Development Charges Study and Water and Wastewater Rate Study
RECOMMENDATION:
That Watson and Associates be contracted to perform the
Development Charges and the Water and Waste Water
studies for Lambton Shores as outlined in Treasurers report
TR-43-2012.
REPORT
As Council is aware the Lambton Shores Development Charges By-law expires at the
end of 2012, similarly the water and wastewater rate study is due to be updated as it will
now be 3 years old and we typically update it every 2 years.
In anticipation of the expirations, I have contacted Watson and Associates to provide a
quote on performing the work required to do the study updates. The quotes are under
separate cover for your review.
Watson and Associates provided the Lambton Shores original background study for the
development charges as well as the update for this Council to extend the by-law to
allow this Council to do some future planning. Watson and Associates have also
provided the water and wastewater rate study updates every two years since 2002.
With their knowledge of Lambton Shores and resource of our inventory for the water
and wastewater infrastructure we engaged their services for the preparation of the
balance of the inventory to meet the capital asset reporting requirements. Due to the
extensive knowledge that Watson and Associates has of Lambton Shores, it would be a
great advantage to have them continue to perform the development charges (DC) study
and the water and wastewater study.
The quotes for the work are $24,800.00 for the DC study and $14,900.00 for the water
and wastewater study. These quotes are in line with what we have paid in the past –
the DC study is slightly higher than our previous one; however, the water and
wastewater is lower. I checked with another municipality that is of similar size and
activity and this quote for the DC is within $1,500.00 compared to what they received for
tenders. Through discussions with Watson and Associates, there may be an
opportunity for savings if the studies are run concurrently and public meetings held at
the same time. Although we may achieve savings for a typical study review and update,
the requirement for further analysis outside the general scope may add time and costs.
This is typical of any set project scope.
