4.2 Mark Gilpin – Lambton Shores’ Incentives, What the Municipality Can Offer
and What it Can’t
The Municipality can promote itself, however the Municipal Act 2001 states that the
municipality is not permitted to offer bonuses or incentives to attract manufacturing
facilities, or industrial or commercial industries.
There are lots of restrictions on industial land and the municipality cannot give away
land, but could possibly look at a 99 year lease at fair market value.
Some exceptions which could be considered are waiving development fees and
application fees. Mayor Weber indicated that these fees are to cover costs incurred, so
the financial burden would rest on residents who pay taxes, so placing the burden on
residents who have paid their own application development fees would have to be
