completed the formerly noted assignments on behalf of Lambton Shores.
Jamie Cook, Manager, Associate Director, will be responsible for the preparation of the residential and
non-residential development charge growth forecast for the Municipality. Mr Cook has approximately
twelve years’ experience in municipal demographics and growth forecasting. He has been with Watson
& Associates for nine years, and has carried out numerous development charge growth forecasts
throughout Ontario over this time period. He has also completed comprehensive growth management
assignments and land needs studies for several municipalities.
Dan Wilson, BBA, CA, Manager, Municipal Finance, is responsible for the Study modeling and report
writing. He has extensive experience in the areas of municipal finance and municipal auditing with 7
years industry practice with municipal governments and public accounting firms. Since joining the
company in 2006, Dan has worked on numerous Development Charge Studies, water and wastewater
studies, Ont. Reg.453/07 water financial plan reporting requirements, full accrual financial reporting,
development applications approvals process user fee studies, PSAB 3150, and asset management
related studies. In 2005, Dan was a part of the Associate group that provided comments and potential
impacts to the Public Sector Accounting Board (PSAB) in the creation and implementation of handbook
section 3150, relating to municipalities accounting for all tangible capital assets on their financial
statements.
Mary Bailey, Senior Consultant, will assist in data collection, policy review; capital forecast cash flow
analysis, compilation and report preparation. Ms. Bailey’s background includes 14 years in a
management government setting and 3 years in the health care industry prior to joining Watson. She
joined our firm in 2004 and has participated in numerous DC assignments, including District of Muskoka,
Stratford, Wellington North, Wellington County, Chatham-Kent, Collingwood, Thames Centre and others.
Curriculum vitae for each of the above individuals are provided in Appendix A to this document.
6. MUNICIPALITY STAFF AND OTHER CONSULTING REQUIREMENTS
We have not made provision to engage other sub-consultants for this project. It is assumed that the
consultant will rely on staff of the Municipality to facilitate the gathering and production of Municipality
information that is required during the DC Background Study preparation process. This will include, at a
minimum, historical data to support a calculation of the previous 10-year average level of service for
each service category included in the study, and information regarding Council approved future capital
requirements (as may be available in the Municipality’s Capital Budget Forecast, engineering studies,
staff reports, etc.). Municipality staff will also be responsible for attending working meetings with the
consultant to discuss DC policy recommendations and to provide input and clarification regarding all
aspects of the Background Study, and for advertising, co-ordinating and attending public information
meetings as applicable.
