One week after <strong>the</strong> passing <strong>of</strong> Hurricane Dean (Sunday, August 26, 2007) <strong>the</strong> NWC reported that<br />

it had 84% <strong>of</strong> its production capacity in service. As at Saturday, September 01, 2007 production<br />

capacity was restored to 90.2 per cent. The progress <strong>of</strong> <strong>the</strong> restoration effort is graphically<br />

represented in Figure 4.6. Restoration <strong>of</strong> services to <strong>the</strong> remainder <strong>of</strong> facilities was hindered by<br />

difficulty in accessing communities located in hilly interior areas <strong>of</strong> <strong>the</strong> isl<strong>and</strong>. Three weeks<br />

after <strong>the</strong> event, a number <strong>of</strong> NWC customers <strong>and</strong> pockets within service areas were still<br />

experiencing low water pressure, intermittent water supply <strong>and</strong> no water as a result <strong>of</strong><br />

fluctuations in pressure within <strong>the</strong> system. As at October 08, 2007, <strong>the</strong> National Water<br />

Commission had four (4) potable water supply facilities out <strong>of</strong> operation. This represents 99 %<br />

<strong>of</strong> <strong>the</strong> Commission’s systems for which service has been restored.<br />

The speed <strong>of</strong> restoration <strong>of</strong> NWC’s production facilities was largely effected through <strong>the</strong><br />

coordinated efforts <strong>of</strong> <strong>the</strong> JPSCo in providing energy <strong>and</strong> <strong>the</strong> National Works Agency (NWA) in<br />

assisting with access.<br />

Table 4.2 provides a listing <strong>of</strong> <strong>the</strong> four facilities out <strong>of</strong> operation <strong>and</strong> <strong>the</strong> communities served at<br />

October 08, 2005. Most <strong>of</strong> <strong>the</strong> affected systems are <strong>of</strong> <strong>the</strong> smaller sources serving semi-rural<br />

<strong>and</strong> rural communities with challenging (hilly) terrains.<br />
