1.0 EXECUTIVE SUMMARY<br />

V3 Companies of Illinois, Ltd. (V3) has completed a Phase I Environmental Site Assessment<br />

of the Spartans' Square Shopping Center located at SWC Illinois Route 53 (Indpendence<br />

Blvd.) <strong>and</strong> Phelps Avenue, Romeoville, Will County, Illinois. The <strong>report</strong> was prepared for<br />

Village of Romeoville <strong>and</strong> dated February 13, 2008 (Project #07292). This environmental<br />

assessment has been conducted under the guidance <strong>and</strong> protocols of the American Society of<br />

Testing <strong>and</strong> Materials (ASTM) St<strong>and</strong>ard Practice for Environmental Site Assessments:<br />

Phase I Environmental Site Assessment Process (St<strong>and</strong>ard E1527-2005) <strong>and</strong> the U.S. EPA<br />

November 1, 2005 St<strong>and</strong>ards <strong>and</strong> Practices for All Appropriates Inquiries; Final Rule (40 CFR<br />

Part 312).<br />

Based on a review of available records/documents, past <strong>and</strong> present <strong>site</strong> use, adjacent l<strong>and</strong><br />

use, map interpretation, <strong>and</strong> a <strong>site</strong> inspection, this assessment has revealed no evidence of<br />

recognized environmental conditions in connection with the subject property except for the<br />

following:<br />

• Three below-ground hydraulic lifts are located south of the building (behind 21 <strong>and</strong> 23<br />

Terrace Lane).<br />

• Historical on-<strong>site</strong> dry cleaning operations were <strong>report</strong>edly performed at the laundromat<br />

at 7 Terrace Lane.<br />

• Groundwater impacts from an open LUST incident that occurred at the east adjacent<br />

Philips 66 Gas Station has impacted the groundwater at the subject <strong>site</strong>.<br />

• Based on regulatory status, groundwater flow direction <strong>and</strong> close proximity, the open<br />

LUST incident at the former Clark Gas Station (northeast adjacent property) has the<br />

potential to impact the subject <strong>site</strong>.<br />

No historical recognized environmental conditions were identified.<br />

No significant data gaps were identified.<br />

This section provides only a summary of the information <strong>and</strong> findings presented in this <strong>report</strong>,<br />

<strong>and</strong> as such, should not be relied upon as a full assessment of the subject property. A<br />

complete discussion of observations <strong>and</strong> information is presented in the body of the <strong>report</strong>.<br />

The following include important definitions associated with an ASTM Phase I ESA:<br />

• Recognized environmental conditions are defined by ASTM E 1527-05 as “the presence or<br />

likely presence of any hazardous substances or petroleum products on a property under<br />

conditions that indicate an existing release, a past release, or a material threat of a release<br />

of any hazardous substances or petroleum products into structures on the property or into<br />

the ground, groundwater, or surface water of the property. The term includes hazardous<br />

substances or petroleum products even under conditions in compliance with laws. The<br />

term is not intended to include de minimis conditions that generally do not present a<br />
