3.0 SITE-SPECIFIC SAMPLING PLAN<br />

The <strong>investigation</strong>s discussed as part of the <strong>site</strong>-specific sampling plan refer only to the <strong>site</strong><br />

<strong>investigation</strong> events performed by V3 Companies during 2008-2009. As discussed previously,<br />

the documentation from prior historic <strong>site</strong> <strong>investigation</strong>s was reviewed to determine possible<br />

COCs. The historic <strong>site</strong> <strong>investigation</strong>s were not performed under the direction of V3 staff, <strong>and</strong><br />

thus are not discussed as part of this <strong>site</strong>-specific sampling plan. The discussions below<br />

provide the basic framework for implementation of successive work plans, while overall <strong>site</strong><br />

Investigation activities are discussed in greater detail in Section 4.0.<br />

3.1 SITE RECOGNIZED ENVIRONMENTAL CONDITIONS<br />

The Phase I ESA RECs have been condensed to RECs that impact the Site. The far northeast<br />

Former Clark Station is no longer considered a REC based on the distance from the<br />

Remediation Site <strong>and</strong> the direction of groundwater flow to the southeast. The following were<br />

identified as potential RECs requiring further Site <strong>investigation</strong> <strong>and</strong> evaluation:<br />

REC 1 – Former Dry Cleaning Operations: This REC addresses the possible impacts<br />

to the Site from a former dry cleaner that operated in the space where Mrs. Clean<br />

Laundromat is currently located. Mrs. Clean Laundromat is strictly a laundromat <strong>and</strong> dry<br />

cleaning operations are not currently conducted on-<strong>site</strong>.<br />

REC 2 – Hydraulic Lifts: This REC addresses possible impacts from three out-of-use<br />

hydraulic lifts located on the south side of the former grocery store <strong>and</strong> current hardware<br />

store.<br />

REC 3 – East Adjacent Gas Station: This REC addresses possible soil <strong>and</strong><br />

groundwater impacts from the off-<strong>site</strong> east adjacent Phillips 66 Gas Station (Former<br />

Clark Station <strong>and</strong> LUST <strong>site</strong>) to the northeast corner of the Site.<br />

Refer to Figure 3.1 for a rough graphical depiction of Site RECs 1 through 3 <strong>and</strong> Figure 3.2 for<br />

boring locations. Field <strong>investigation</strong>s of these areas have been performed to confirm<br />

environmental conditions associated with these features. Documentation of field actions <strong>and</strong> a<br />

summary of the field <strong>investigation</strong> findings begin in Section 4.0.<br />

3.2 SAMPLING OBJECTIVES<br />

The Remediation Applicant (RA) is pursuing a <strong>comprehensive</strong> NFR letter pursuant to the<br />

requirements of the SRP. Based on an evaluation of available Site data, the Site-Specific<br />

Sampling Plan was developed to obtain the data necessary to accomplish the following<br />

<strong>objectives</strong>:<br />

• Evaluate environmental conditions at each of the identified Site RECs,<br />

• Obtain analytical data throughout the Site for the COCs,<br />

• Enable a comparison of Site data to applicable TACO Tier 1 ROs,<br />

• Evaluate potential pathway exclusions, including potential contaminant source <strong>and</strong> free<br />

product, <strong>and</strong><br />

• Enable the development of Tier 2 ROs, as applicable.<br />
