A Tier 1 RO evaluation of Site data indicates the following:<br />

‣ The exposure pathway of concern for metals is only the Tier 1 direct groundwater<br />

ingestion route.<br />

‣ The exposure pathways of concern for VOCs are Tier 1 soil ingestion, inhalation, soil<br />

component of the groundwater ingestion route <strong>and</strong> direct groundwater ingestion.<br />

Remediation Objectives<br />

The following ROs are proposed for the Site:<br />

• Tier 1 Industrial-Commercial <strong>and</strong> Construction Worker ROs for the soil inhalation <strong>and</strong><br />

ingestion exposure pathways <strong>and</strong> Class I groundwater ingestion ROs.<br />

• Tier 2 soil component of the Class I groundwater ingestion <strong>and</strong> Tier 2 Class I direct<br />

ingestion groundwater ROs on-<strong>site</strong>. A groundwater use restriction at the Site will move<br />

the compliance point to the Site boundaries. A post-<strong>remediation</strong> TACO evaluation,<br />

including Tier 2 simulations, will demonstrate Tier 2 <strong>site</strong>-specific ROs <strong>and</strong> residual<br />

concentrations are protective (e.g., Tier 1, Class I direct ingestion groundwater ROs are<br />

achieved.) The post-<strong>remediation</strong> Tier 2 will be documented in a future Remedial Action<br />

Completion Report.<br />

Institutional Controls<br />

Institutional controls will be placed on the Site that would:<br />

• Restrict subsurface construction <strong>and</strong> maintenance (in specified areas) to qualified<br />

personnel (i.e., in accordance with applicable OSHA regulations) via construction worker<br />

notification;<br />

• Restrict groundwater usage at the Site utilizing the existing groundwater ordinance;<br />

• Maintain barriers to exclude exposure routes as applicable to specified areas of<br />

ingestion <strong>and</strong> inhalation, as necessary.<br />

Based on the approval of Tier 1 <strong>and</strong> 2 evaluations <strong>and</strong> the implementation of future remedial<br />

actions <strong>and</strong> institutional controls, the Site can qualify for an NFR determination:<br />

A separate remedial action plan (RAP) will be submitted for IEPA approval prior to any cleanup<br />

actions.<br />
