Dear Ms. Caldwell:<br />

In accordance with our proposal dated January 24, 2008, <strong>and</strong> on behalf of the Village of<br />

Romeoville (CLIENT), V3 Companies of Illinois, Ltd. (V3) conducted a Phase II Environmental<br />

Site Assessment (Phase II ESA) at the Spartans’ Square Shopping Center (“Site”) located at the<br />

southwest corner of IL Route 53 <strong>and</strong> Phelps Avenue in Romeoville, Illinois (Figure 1).<br />

The Phase II ESA was performed on January 28, 2008, to investigate the four recognized<br />

environmental conditions (RECs) identified by V3 in a Phase I Environmental Site<br />

Assessment (Phase I ESA) dated January 17, 2008.<br />

BACKGROUND<br />

The Site is located at the southwest corner of IL Route 53 <strong>and</strong> Phelps Avenue in Romeoville,<br />

Will County, Illinois (Figure 2). The Site is occupied by Spartans’ Square Shopping Center,<br />

which includes a large hardware store, 10 smaller commercial spaces <strong>and</strong> associated asphalt<br />

parking lot <strong>and</strong> l<strong>and</strong>scaping.<br />

During V3’s Phase I ESA, the following evidence of RECs was identified:<br />

• Three below-ground hydraulic lifts are located south of the Site building (behind 21 <strong>and</strong><br />

23 Terrace Lane).<br />

• Historical on-<strong>site</strong> dry cleaning operations were <strong>report</strong>edly performed at the Mrs. Clean<br />

Laundromat at 7 Terrace Lane.<br />

• Groundwater impacts from an open LUST incident that occurred at the east adjacent<br />

Philips 66 Gas Station has apparently impacted the groundwater at the Site.<br />

• Based on regulatory status <strong>and</strong> their close proximity, the open LUST incident that was<br />

<strong>report</strong>ed at the former Clark Gas Station (northeast adjacent property) has the potential<br />

to impact the Site.<br />
