2.7 PREVIOUS SITE INVESTIGATIONS<br />

The subsequent evaluations included within this CSI/ROR rely in part upon documentation of<br />

<strong>investigation</strong>s conducted by others. The documentation from prior historic <strong>site</strong> <strong>investigation</strong>s—<br />

primarily ERS—was reviewed for use in characterizing identified recognized environmental<br />

conditions (RECs), but were not performed under the direction of V3 staff or the Licensed<br />

Professional Engineer (LPE). The following sections summarize the results from multiple<br />

<strong>investigation</strong>s performed at the Site. The available information was reviewed by V3 <strong>and</strong><br />

summarized to provide historical context <strong>and</strong> support characterization of RECs at the Site.<br />

Available analytical data collected during previous <strong>investigation</strong>s are summarized <strong>and</strong> provided<br />

in Tables 1.1. Sample locations are shown on Figure 3.2.<br />

Copies of all available documentation related to the <strong>investigation</strong>s summarized below are<br />

located in Appendix A.<br />

2.7.1 SITE INVESTIGATION COMPLETION REPORT, FORMER CLARK STORE<br />

(EAST ADJACENT PROPERTY) SITE INVESTIGATION COMPLETION REPORT,<br />

AUGUST 2007<br />

On August 20, 2007 ERS of Illinois, Inc. submitted a Site Investigation Completion Report<br />

(SICR) to the IEPA Leaking Underground Storage Program (LUST) for a former Clark Station<br />

(now an active Phillips 66 service station) located at 645 North Independence Boulevard (IL<br />

Route 53). The SCIR addressed diesel <strong>and</strong> gasoline impacts (Incident # 20041221) discovered<br />

during a Site Investigation of the east adjacent property.<br />

ERS advanced eight soils borings at the former Clark gas station <strong>and</strong> three soil borings off-<strong>site</strong><br />

to delineate <strong>and</strong> address impacts to soil <strong>and</strong> groundwater associated with a leaking<br />

underground storage tank. Two of the borings (MW-9 <strong>and</strong> MW-10) were advanced <strong>and</strong><br />

converted into permanent monitoring wells on the east side of the Spartans’ Square Shopping<br />

Center. Only well MW-10 is located in the Spartans’ Square Remediation Site. Analytical<br />

results indicated that the concentrations of polynuclear aromatic hydrocarbons (PNAs) in<br />

groundwater samples collected from both locations exceeded ROs for Class I groundwater.<br />

The IEPA LUST on-line database currently identifies the property as S<strong>and</strong>hu Petroleum, Inc.<br />

<strong>and</strong> the LUST incident is still open. A Site Investigation Stage 3 Plan <strong>and</strong> Budget was approved<br />

by IEPA with modifications in March 2009.<br />

2.7.2 PHASE I ENVIRONMENTAL SITE ASSESSMENT, FEBRUARY 2008<br />

V3 prepared a Phase I Environmental Site Assessment on the Site in February 2008 for the<br />

Village of Romeoville. The <strong>report</strong> meets the American Society of Testing <strong>and</strong> Materials (ASTM)<br />

St<strong>and</strong>ard Practice for Environmental Site Assessments: Phase I Environmental Site<br />

Assessment Process (St<strong>and</strong>ard E1527-05) <strong>and</strong> the U.S. EPA November 1, 2005 St<strong>and</strong>ards <strong>and</strong><br />
