‣ The Village of Romeoville maintains a limited groundwater ordinance which prohibits<br />

the use of groundwater for potable purposes (See Figure 2.2). To exclude the<br />

groundwater ingestion route, the ordinance, accepted by IEPA for use an institutional<br />

control, will be invoked as a groundwater use restriction at the Site <strong>and</strong> adjoining<br />

properties <strong>and</strong> will move the compliance point to the Site boundaries.<br />

• Maintain barriers to exclude exposure routes as applicable to specified areas of<br />

ingestion <strong>and</strong> inhalation, as necessary.<br />

[Note: At this time it is anticipated that soil are isolated <strong>and</strong> limited <strong>and</strong> will be excavated<br />

<strong>and</strong> disposed to avoid the need for engineered barriers to exclude industrial-commercial<br />

soil ingestion <strong>and</strong> inhalation exposure pathways.<br />

As per Section 742.310(b), the soil ingestion route may be excluded if an appropriate<br />

engineered barrier, as set forth in Subpart K, is installed.<br />

The No Further Remediation (NFR) letter will require current <strong>and</strong> future property owners to<br />

maintain the integrity of any specified barriers, as well as restrict all subsurface construction to<br />

qualified personnel (i.e., in accordance with applicable OSHA regulations) as applicable to the<br />

specified areas. Section 742.320 specifies the conditions under which the groundwater<br />

ingestion exposure route may be excluded.<br />

At this time it anticipated that the identified ROs, along with the described remedial measures,<br />

will be proposed in a future Remedial Action Plan (RAP) to address <strong>and</strong> exclude exposure<br />

routes at the Site:<br />

Active Remediation<br />

Active <strong>remediation</strong> is anticipated to address the identified soil saturation PCE location. In<br />

addition, excavation will eliminate the Tier 1 ROs exceedances identified at the following sample<br />

locations:<br />

• SM-GP-108,<br />

• SM-GP-107, <strong>and</strong><br />

• SM-GP-08.<br />

Based on the approval of Tier 1 <strong>and</strong> 2 evaluations <strong>and</strong> the successful implementation of<br />

remedial measures <strong>and</strong> institutional controls, the Site can qualify for <strong>comprehensive</strong> NFR letter<br />

determination.<br />
