was chosen <strong>in</strong> the previous step. When all team members vote positively, a quarter<br />

change takes place.<br />

change has taken place, it is time <strong>to</strong> <strong>in</strong>spect what the effects <strong>of</strong> the <strong>in</strong>terventions are<br />

target. In this case we see that for each targeted <strong>in</strong>dica<strong>to</strong>r, its status has <strong>in</strong>creased<br />

but <strong>in</strong> none <strong>of</strong> the cases the target value has been reached. We conclude that we
