WHEREAS Habitat for Humanity will fund the development of these sites with
privately raised funds andor in part with funds to be provided by the Neighborhood
Stabilization Program NSP
with it being the specific requiremt nt for receipt of any
funding from NSP that Habitat for Humanity may only use such fimds for development
on sites that have been previously acquired by the City via foreclosure and that have
passed the NSP mandated environmental checklist review and
development of homes affordable to
people earning no more that 50
median income and

WHEREAS Selection as a Habitat homeowner is based on ability to repay a zero
interest mortgage loan the need to move out of substandard housing and the willingness
to partner by investing 500 hours of sweat equity and
WHEREAS Habitat brings together large numbers ofvolunteers with
diverse backgrounds in a unified effort to produce a highly beneficial visible civic
result and
WHEREAS the five properties were approved for disposition by the City Planning
and Zoning Commission on November 30 2009 and by the City Hall Committee on
February 4 2010 Now therefore be it
RESOLVED that the City Council authorizes the transfer l
f the following five
properties to Habitat for Humanity of Costal Fairfield County for the total price
