protective barriers which help accommodate or channel floodwaters<br />

15 44 040 Definitions<br />

Unless specifically defined in this section words or phraslBs used in this chapter<br />

shall be interpreted so as to give them the meaning they have in common usage and to<br />

give this chapter its more reasonable application<br />

Appeal means a request for a review of the city engineer s interpretation of any<br />

provision of this chapter or a request for a variance<br />

Area of special<br />

flood hazard means the land in the floodplain within a<br />

community subject to a one percent or greater chance of flooding in any given year<br />

Base flood means the flood having a one percent chanclB equalled or exceeded<br />

in any given year<br />

Base Flood Elevation<br />

means the elevation of the crest of the base flood<br />

or 100 year flood The heiaht in relation to mean sea level eJ pected to be reached<br />

bY the waters of the base flood at pertinent points in the floodplains of coastal and<br />

riverine areas<br />

Basement<br />

below around level on all sides<br />

means any area of the buildina havina its floor subarade<br />

Breakaway walls means any type of walls whether solid or lattice and whether<br />

constructed of concrete masonry wood metal plastic or any other suitable building<br />

material which are not pai1 of the structural support of the building and which are so<br />

designed as to break away under abnormally high tides or wave action without damage<br />

to the structural integrity of the building on which they are used or to<br />

any buildings which
