Attached please find a request to initiate a budget transfer to the
Fiscal Year 2009 10 General Fund Budget After the City Council concluded the
City s budget process the State legislature approved the Education Cost Sharing
ECS funds for education and use of Federal ARRA funds In order to comply
with the Minimum Budget Requirement MBR it is necessary to increase the
appropriation for the Board of Education and reduce the BOE dedicated use
account The MBR statute has been finalized whereby 123 109 must be
appropriated to the BOE to remain in compliance and not be penalized in FY
2010 11 on a two for one basis I am recommending the budget transfer to be
as follows Increase line item 01801000 51000 Classroom Teacher Salaries
123 109 and Decrease the Board of Education Dedicated Use line item
01920000 54580 123 109 OPM recognizes the need for this transfer
