floods can and will occur on rare occasions Flood heights may be increased by<br />

manmade or natural causes This chapter does not imply that land outside the areas of<br />

special flood hazards or uses permitted within such areas will be free from flooding or<br />

flood damages This chapter shall not create liability on the part of the city any officer or<br />

employee thereof or the Federal Insurance Administration for any flood damages that<br />

result from reliance on this chapter or any administrative dl9cision lawfully made<br />

thereunder<br />

15 44 110 Establishment of permit<br />

A<br />

Prior to the issuance of a building permit within any areia of a special hazard<br />

established in Section 15 44 <strong>06</strong>0 a site plan shall be furnished by the applicant<br />

and may include but not be limited to the nature location dimension and<br />

elevations of the area in question existing and proposl9d grades existing or<br />

proposed structures and drainage facilities If the city engineer requires a<br />

proposed grading plan or drainage facilities this site plan shall be prepared by a<br />

licensed professional engineer Specifically the following information is required<br />

1 Elevation in relation to mean sea level of the lowest floor including<br />

basement of all structures<br />

2 Elevation in relation to mean sea level to which any structure is to be<br />

flood proofed<br />

3 Certification by a registered professional engineeir or architect that the<br />

flood proofing methods for any nonresidential structure meet the<br />

floodproofing criteria in Section 15 44 150 B 2<br />

4 Description of the extent to which any watercourse will be altered or<br />

relocated as a result of proposed development<br />

Prior to the start of any development which does not require the issuance of a<br />

building permit within any area of special flood hazard established in Section<br />

15 44 <strong>06</strong>0 a development permit shall be obtained Application for a<br />

development permit shall be made to the city engineer and shall include but not
