prepared. Prior to this point, no set budget had been determined, but a finance<br />

committee was established, and they began assessing the potential sources <strong>of</strong><br />

revenue for the project.<br />

The initial designs were also presented to the staff at both the Emery Secondary<br />

School and Anna Yates Elementary School for their review and comments.<br />

Upon reviewing the initial budget and the findings from the finance committee,<br />

it was determined that this original proposal was more that would be able to be<br />

funded. Additional meetings were held with staff, and the decision was made<br />

to reduce the building space program from 235,000 sf to 180,000 sf. In addition,<br />

the decision was made to retain and renovate the existing gymnasium and<br />

swimming pool as part <strong>of</strong> the new campus.<br />

We received additional input from the planning department, the county flood<br />

control district, the long range planning committee and staff in developing the<br />

master plan, so that our ideas would be consistent with the goals <strong>of</strong> other<br />

projects envisioned for the City.<br />

Based upon the new program, the original master plan concept was revised,<br />

and a new series <strong>of</strong> drawings and computer models were generated. The City<br />

Schools Committee then made the decision that the proposed new center<br />

should be presented to the entire community through a series <strong>of</strong> public<br />

meetings held at various locations spread throughout the city.<br />

These meetings took place during the month <strong>of</strong> March 2009, and were well<br />

attended, with considerable public comment received, both for and against<br />

the proposed scheme. The meeting sites included the Watergate complex, Fire<br />

Station #2, Emery Bay Village, City Hall (for the Chamber <strong>of</strong> Commerce), Pacific<br />

Park Plaza, Emery Secondary School, and Anna Yates Elementary School.<br />

Minutes from all <strong>of</strong> these community meetings are included in this report.<br />

The final master plan represents a physical representation <strong>of</strong> the vision that the<br />

citizens <strong>of</strong> <strong>Emeryville</strong> have crafted over the course <strong>of</strong> the past 8 years. The ideas<br />

and dreams have now moved one step closer to becoming real. It is hoped<br />

that this document can now become the starting point for the next phase <strong>of</strong> the<br />

design process which will refine and document the project, incorporating ideas<br />

generated through the public process, and produce the necessary documents
