Ensuring that construction and installation work is carried out in<br />

accordance with design specifications, drawings, procedures and<br />

instructions, including the implementation of specified QA<br />

requirements.<br />

Ensuring that construction and installation work undertaken,<br />

including work by manufacturers/suppliers, is coordinated, conducted<br />

and completed in accordance with planned programmes.<br />

Controlling access to the construction site.<br />

Appropriate controls reflecting safety regulations shall be established for all<br />

personnel, including suppliers and visitors. These shall be in line with<br />

applicable statutes and shall include arrangements for effective planning,<br />

organisation, monitoring and review of the preventive and protective<br />

measures. Management shall provide all necessary support to the contractor<br />

to ensure health and safety of the construction personnel and quality assurance<br />

requirements of construction.<br />

Grading<br />

A graded approach based on the relative importance to safety of each item,<br />

service or process should be adopted. Activities, which should be graded<br />

during construction include:<br />

Interfaces<br />

Qualification of special construction processes and the personnel to<br />

carry them out<br />

Details and need for inspection plans<br />

Level of traceability of construction material and related records<br />

Level of in-process controls and need for hold points<br />

Complexity involved in equipment handling/erection and posterection<br />

preservation.<br />

Employer/Licensee should ensure that interface arrangements shall be agreed<br />

among the construction agencies, suppliers and other organisational units<br />

performing the work. These should be defined in writing and be included in<br />

relevant documents. Appropriate references of the same should be made in<br />

the QA programme. Handover/transfer responsibilities after completion of<br />

construction/installation to operating organisation.<br />
