What are the requirements for admission and graduation* Data Required for Rating Petitioning Group The petitioning group must: 1. Be recognized by the institution and local interfratemity organization as an established social fraternity on a par with chapters of national fraternities established at the institution. 2. Either own, on a sound financial basis, a satisfactory fraternity house, or have valid written pledges from alumni or local Phis for a sufficient amount to insure the acquisition of a soundly financed house. For institutions pursuing a policy of building and renting housing accommodations to fraternities this requirement will be met. • As we begin with a Ust of accredited schools, this last question and some others are answered by the type of accreditation. 3. Have a scholarship record at least equal to the average scholarship records of all male undergraduates on the campus. 4. Have an active and competent chapter adviser. 5. Submit proof of a satisfactory history of finances. 6. File formal petition one year prior to date of biennial convention, when it will first be acted upon. 7. During the pendency of petition submit to the Executive Secretary (for transmission to the Survey Commission) periodic financial, scholarship and progress reports as formulated by the Survey Commission. 8. During pendency of petition be under supervision and training of an active local Phi alumni organization. Question. If your petition is approved by the Survey Commission but is not favorably acted upon by the General Convention to which it is presented, is it your present intention to present the petition at a succeeding convention of ^ A 9, or to abandon the petition or petition some other fraternity It is emphasized that the foregoing constitute minimum requirements for consideration by the Survey Commission of a prospective petitioner and compliance with these requirements does not imply approval by the Survey Commission. There are many intangible additional considerations upon which its judgment is exercised in extending or withholding approval of a petitioner. Of necessity, each petitioner is in competition with many other petitioners, either active or potential, and decision of the Survey Commission in each instance will be based entirely upon the best interests of the Fraternity as a whole. The foregoing requirements are essentially the same as those set up by the Survey Commission, headed by Brother George Banta. All institutions and petitioning groups seeking charters, according to our Statutes, must first receive approval of the Survey Commission. The General Council has ruled that an institution once approved by the Commission remains on the approved list but the petitioning group varies and must be inspected for each application, which must be filed by at least 15 of its members one year before the convention to which the application is made. The Statutes set out the procedure of granting charters between conventions, which is not necessary to repeat here. Since the last convention, one new charter has been granted and a chapter installed at Texas Technological Institute at Lubbock, Texas. The following institutions have been placed on the approved list by the Survey Commission: 1. The University of California at Davis. Acdon upon petitioning group, Calpha Fraternity, pending. 2. Kent State University, Kent, Ohio. Action upon petitioning group. Phi Gamma Theta Fraternity, pending. 3. University of Miami, Coral Gables, Florida. Action upon Phi Delta Fraternity pending.

It is expected that a plan of nationalizing fraternities at Ripon will include the entrance to this fine college by the Miami Triad in a group. The petitioning groups at the University of California at Davis, at the Kent State University, at the University of Miami, Coral Gables, and at Valparaiso University, Valparaiso, Indiana, have all made themselves eligible for consideration by getting their petitions filed on time. The latter named institution is not on the approved list but is under inspection.
