The next case of unsatisfactory scholarship to be presented by the Scholarship Commissioner was that of North Carolina Beta,-at the University of North Carolina, which chapter has been in the lower third of all fraternities on that campus for three successive years (1950-51, 1951-52, 1952-53)- After discussing this situation fully with the President of Delta Province, it was moved by Herrick, seconded by Gardner, and passed unanimously that, in accordance with the recommendation of the Scholarship Commissioner, North Carolina Beta be placed on immediate Social Probation for an indeterminate period of time depending upon the scholastic improvement, or lack of it, which is shown by North Carolina Beta during the first semester" of the 1953-54 collegiate year. 62. The next chapter to come under review with respect to unsatisfactory scholarship was North Carolina Alpha which chapter has been last among all fraternities at Duke University for two successive years (1951-52, 1952-53). On the recommendation of the Scholarship Commissioner, supported by Province President Galvin, it was moved by Herrick, seconded by Gardner and passed unanimously that Brother Galvin immediately appoint a Scholarship Trustee for North Carolina Alpha. 63. The case of Ohio Alpha was presented involving two successive years (1951-52. 1952-53) of substandard scholarship at Miami University. In view of the fact that this chapter is already on probation and operating under a constructive operating program which effectively deals .with scholarship, the Scholarship Commissioner had no additional recommendations to make concerning Ohio Alpha. 64. Scholarship Commissioner DuShane then submitted the case of Kentucky Alpha-Delta, at Centre College, which chapter has been in the lower third of fraternities scholastically for three successive years (1950-51, 1951-52, 1952-53). Upon the recommendation of the Scholarship Commissioner, Kentucky Alpha-Delta was placed upon immediate Social Probation for an indeterminate period depending upon the scholastic progress of the chapter during the first semester of 1953-54. 65. The final, and most serious, case of scholastic delinquency to be dealt with involved Virginia Zeta at Washington and Lee University which chapter has been in the lowest third of all fraternities scholastically for four successive years (1948-49, 1949- 50, 1950-51, 1951-52), thus making this chapter eligible for the possible revocation of its charter under the terms of the Scholarship Resolution of A9. Upon the recommendation of Scholarship Commissioner DuShane, and with the advice and consent of Province President Galvin, it was moved by Wilterding, seconded by Gardner, and passed that: a. Virginia Zeta be placed on immediate Social Probation. b. That the Province President be given full authority on behalf of the General Council to request and receive from Virginia Zeta its charter to be placed in escrow in the hands of a group of alumni of Virginia Zeta of Brother Galvin's selection pending some further and final decision with respect to the revocation of Virginia Zeta's charter. [NOTE: Subsequent to the actions taken by the General Council, the Scholarship Commissioner received the results of the 1952-53 academic year at Washington and Lee University which indicated that Virginia Zeta had removed itself from among the l&wer third of all fraternities. This improvement made unnecessary the punitive action previously prescribed.] 66. The Executive Secretary was instructed, by unanimous vote of the General Council, to proceed with all administrative details in connection with the above cases dealing with Social Probation and, among other things, notify the chapters and the college authorities that "Social Probation" is construed by the General Council to mean the forfeiture of all social functions with the exception of rushing activities. There being no further business to be transacted by the General Council, the meeting was declared adjourned sine die at 10:20 P.M. on Friday, August 28, 1953. GEORGE S.
