A generator who initiates a shipment of hazardous waste must certify to one of the following<br />

statements in Item 15 of the uniform hazardous waste manifest:<br />

(a) ``I am a large quantity generator. I have a program in place to reduce the volume and toxicity of<br />

waste generated to the degree I have determined to be economically practicable and I have selected the<br />

practicable method of treatment, storage, or disposal currently available to me which minimizes the<br />

present and future threat to human health and the environment;'' or<br />

(b) ``I am a small quantity generator. I have made a good faith effort to minimize my waste generation<br />

and select the best waste management method that is available to me and that I can afford.''<br />

Background: This item is to check for the potential to discharge large items when the requirements are<br />

for small pieces. This should reduce the chance of items like food waste floating back to shore.<br />

This item may be hard to check unless equipment is open for cleaning or maintenance.<br />

What to check for: For ships that discharge food wastes, ground glass, or other materials outside of<br />

<strong>12</strong>nm check that screen opening are less than 1 inch.<br />

Citation:<br />

33 CFR 151.75 Grinders or comminuters.<br />

Each grinder or comminuter used to discharge garbage in accordance with §151.69(a)(2) or §151.73(b)(1), must be capable of processing<br />

garbage so that it passes through a screen with openings no greater than 25 millimeters (one inch).<br />

Background: Most cruise ships have discharge chutes or “tunnels”. These chutes are often close to the<br />

solid waste processing area. Some ships have multiple chutes. The chutes can have valves or flappers.<br />

Most ships have procedures for locking valves or chutes. Some ships have welded these shut to avoid<br />

use.<br />
