2012 Ocean Ranger Guidebook 3-7-12 Seasonal Checked Items: Note- OWS items have info in the OWS section under general information for oil. Oil placard- see figure 1 for example of the oil pollution placard. Procedures available in crew language- check that the operations manual is in language understood by the designated persons in charge. Check that procedures on oil spills are listed. Check on IOPP certificate. See example. Job Aid Item: 7.1.b Text: Cross check automated overboard discharge alarm records against log entries made in the Oil Discharge Record Book and the State of Alaska WW discharge record book. Include if Oil Record Book off loads (discharge operations) were conducted (monitoring, recording, reporting) (33 CFR 151.25) Background: See ORB description under general information. What to check for: Check alarm logs for OWS items or other discharges not listed in ORB or WW log. Job Aid Item: 7.1.c Text: Oil Record Book corresponds to volume of bilge Water, oil waste and sludge remaining onboard and with bilge waste transfer log (33 CFR 151.25). Background: See ORB general info. What to check for: Do the entries add up? Off loads of oil / used lubrication oil must also reported in the offload reporting. Bunkers actions up to date filled in? Volume? Type / Quality of the fuels? Bunker receipt? Fuel sample analysis? Check how are volumes calculated and determined. Are procedures in place? Job Aid Item: 7.1.d Text: Observe tank levels of head tanks “oil to Sea interface” (e.g. shaft seals, stabilizer systems, thrusters etc.) (AS 46.03.740/ 40 CFR 110.3) Background: Familiarize yourself with the “oil to sea” system. Some vessels have rather complicated oil to sea seal systems. 207
