What to check for: Tanks are equipped with vents and containment system / overflow to overflow
tanks.
Note: Some vessels have there engine crackcase breather systems terminating in the funnel / top deck
area. The breather contain oily (lub oil) air mixture. Around these breather terminals there is a
containment area. Check this areas for oil and if the oil (condensate) is removed.
Citation: 33 CFR 155.320 Fuel oil and bulk lubricating oil discharge containment.
(a) A ship of 300 gross tons or more constructed after June 30,1974 must have a fixed container or enclosed
deck area under or around each fuel oil or bulk lubricating oil tank vent, overflow, and fill pipe, that:
(1) For a ship of 300 or more but less than 1600 gross tons has a capacity of at least one-half barrel; and
(2) For a ship of 1600 or more gross tons has a capacity of one barrel.
(b) A ship of 100 gross tons or more constructed before July 1,1974,and a ship of 100 or more but less than 300
gross tons constructed after June 30, 1974 must:
(1) Meet paragraph (a)(1) of this section; or
(2) Equip each fuel oil or bulk lubricating oil tank vent, overflow, and fill pipe during oil transfer operations with a
portable container of at least a 5 U.S. gallon capacity; or
(3) If the ship has a fill fitting for which containment is impractical, use an automatic back pressure shut-off
nozzle.
(c) This section does not apply to a fixed or floating drilling rig or other platform.
Job Aid Item: 7.7.c
Text: Checked containment / drains / scupper closures (33CFR 155.320).
What to check for: If scuppers and drains are closed during oil transfer operations. Appears more
related to bunkering; vessels do not bunker in AK. However the bunker oil spill prevention plan
includes these items. Oil containment are the plugs inserted / drains open ?
Citation: See 7.7.b.
Job Aid Item: 7.7.d
Text: Checked that oil or Haz waste is not carried in a fore peak tank or tank forward of the collision
bulkhead (33CFR155.470)
Background: Oil or hazardous waste stored before a collision bulkhead could create an environmental
and safety hazard if a collision occurred.
What to check for: Check for oil or hazardous waste forward of collision bulkhead.
Citation: 33 CFR 155.470 Prohibited spaces.
(a) In a ship of 400 gross tons and above, for which the building contract is placed after January 1, 1982 or, in the absence of a
building contract, the keel of which is laid or which is at a similar stage of construction after July 1, 1982, oil or hazardous
material must not be carried in a forepeak tank or a tank forward of the collision bulkhead.
(b) A self-propelled ship of 300 gross tons and above, to which paragraph (a) of this section does not apply, may not carry bulk
oil or hazardous material in any space forward of a collision bulkhead except:(1) For a ship constructed after June 30, 1974, fuel
oil for use on the ship may be carried in tanks forward of a collision bulkhead, if such tanks are at least 24 inches inboard of the
hull structure; or(2) For a ship constructed before July 1, 1974, fuel oil for use on the ship may be carried in tanks forward of a
collision bulkhead, if such tanks were designated, installed, or constructed for fuel oil carriage before July 1, 1974.
Job Aid Item: 7.7.e
Text: Check for out of place hoses, portable pumps, open man holes, fittings and connections in areas
with stored oil or oily wastes that were not included in the design of the vessel.(40 CFR 110.3)
