Documentation:<br />

All the large passenger vessels in <strong>Alaska</strong> have documentation regarding the Cruise Ship<br />

Program. This list sets out the documentation descriptions and includes samples of the<br />

documentation; this to make it easier for the <strong>Ocean</strong> <strong>Ranger</strong> to recognize the “look” of these<br />

documents.<br />

Some vessels have these documents stored electronically; others may also have copies in<br />

readily accessible places.<br />

In the Daily Reports there are verification items related to these documents. It is not necessary<br />

to verify the “presence” of this documentation frequently, in general once per season<br />

verification / confirmation in the daily report will suffice.<br />

Please note it is the vessel’s responsibility to maintain these records / documentation. DEC will<br />

during the season share documentation like Vessel Specific Sampling Plans (VSSP), waste plans<br />

for inclusion in the Ship Specific Notebook (SSN).<br />

Registration Vessel paper <strong>20<strong>12</strong></strong>:<br />

This paper is signed by owners / operators, and is certified. This paper includes also the<br />

discharge status and passenger capacity (for fees purposes). The original is on file at DEC.<br />

Status: This paper is not always found on board, but is on file at ADEC.<br />

Authorization to discharge DEC:<br />

Vessels that opt to discharge in <strong>Alaska</strong> waters, under the State of <strong>Alaska</strong> requirements, need to<br />

obtain a General Permit discharge authorization letter.<br />

Please note that some vessels may obtain the authorization to discharge from DEC but opt not<br />

to discharge. An example of the Authorization Letter issued by DEC is included.<br />

Note: The USCG may issue in <strong>20<strong>12</strong></strong> also an “authorization to discharge letter” for<br />

vessels that opt to discharge continuously in <strong>Alaska</strong> waters (discharge in port and while<br />

underway).<br />

Status: This documentation must be on board when the vessel obtained such authorization<br />

from DEC.<br />

Special: Check is made in seasonal report, done once at the beginning of the season.<br />

Vessel Specific Sampling Plan:<br />

This plan (VSSP) must be approved by ADEC and includes an approval date. For discharging<br />

vessels an approved version needs to be onboard. The VSSP provide important information<br />

regarding the location of the sampling valve and the technical description how the vessel<br />

handles their waste water flows.<br />

Attention should be paid to the tank description and tank volumes and which tanks are used.<br />

The tanks that are listed in the approved VSSP should be include all the tanks on boards that<br />

could / or are used for waste water purposes. Also the location of the sampling valve (location<br />

distances) should be initially verified and recorded (confirmed) in the SSN.<br />

An example of VSSP outline is included in the guidebook.<br />

Status: This plan is required to be on board for vessels that discharge in <strong>Alaska</strong> waters.<br />
